Assignment title: Consulting Service for IT contract management and coordination

The State Bank of Vietnam (SBV) has received financing from the World Bank toward the cost of FSMIMS Project, and intends to apply part of the proceeds for consulting services under the contract namely “Consulting Service for IT contract management and coordination”.
The services include:
(i) oversee the full implementation of, through the coordination and collaboration among vendors, 3 main IT packages, namely SG3.1 (Core-banking, Accounting, Budgeting applications and System Integration for SBV), SG3.2 (Document Management & Human Resource Management for SBV), and SG4 (Data Management, Data Warehouse & related applications for SBV), including:
- Given the terms and conditions of the signed contracts, detailed implementation plans prepared by IT package vendors and SBV’s conditions, resources for contract implementation, the Consultant is expected to review, assess and provide recommendations to optimize the implementation among/of these 3 IT Packages;
- Provide Project management Unit (PMU) with the guidance for identification and effective mitigation of all substantial risks in resource management, contract compliance, technical design and solution integration with particular emphasis on reliability, operability, security, and performance every 6 months based on Half-yearly reports on system implementation.
(ii) perform third – party independent verification upon implementation of 5 IT packages, namely CG1 (Credit Information Center data management system (servers, core data warehouse, communication & related applications), SG1.1 (Servers, Middlewares, Database for SBV), SG3.1 (Core-banking, Accounting, Budgeting applications and System Integration for SBV), SG3.2 (Document Management & Human Resource Management for SBV), and SG4 (Data Management, Data Warehouse & related applications for SBV), and prepare a corresponding report, including:
- Reviewing the document relating to each package to gain understanding and provide comments on the system implementations regarding the terms and conditions of the signed contracts, i.e. resources, milestones, payment, deliverables and others aspects.
- Supporting PMU to review and provide comments on proposed Operational Acceptance Testing scenarios by IT vendors to provide comment against the technical requirements specified in the signed contracts;
- Field working to interview user’s opinion, exam, validate and verify system implementations respective IT package under its contract to ensure that system implementations meet the terms and conditions of the signed contracts and as well as meet the technical requirements specified in the signed contracts according to approved testing scenario.

The service is planned to be provided in the next 18 - 24 months, starting from October 2014, with a team of the consultants with international and local qualifications and experience.
The State Bank of Vietnam now invites eligible consulting firms (hereinafter called the Consultants) to indicate their interest in providing the services. The Consultants, in order to be shortlisted, must demonstrate that they have the required qualifications and relevant experience to perform the services (description of similar assignments, experience in similar conditions, appropriate qualifications, etc.).
The shortlisting criteria are: (a) The Consultant (firm) must demonstrate that it has been and is currently offering services in IT consulting/verifying/implementation described above under their business name for a period not less than 5 years. The Consultant must legally be able to conduct business in the country(ies) for which it is registered; (b) In the past five (05) years as of date of EOI, the Bidder must have completed at least two (02) successful projects involving in IT consulting/verifying/implementation. Working experience in Vietnam will be an advantage; and (c) professional staff capacity. Consultants may associate to enhance their qualification.
The Consultant will be selected in accordance with the Selection based on the Quality-Cost Based Selection (QCBS) procedures set out in the Selection and Employment of Consultants by World Bank Borrowers, dated May 2004 (revised October 2006).
The duration of published REOI in first time: Published on website of the State Bank of Vietnam from 05 August, 2014.
