On May 27, 2026, in Hanoi, Governor Pham Duc An of the State Bank of Vietnam (SBV) met with Ms. Zou Jiayi, President of the Asian Infrastructure Investment Bank (AIIB), during her first official visit to Vietnam since assuming office as AIIB President for the 2026–2031 term.
The meeting was also attended by representatives of relevant SBV units, as well as senior AIIB officials responsible for public sector investment, financial clients, and the AIIB President's Office.

At the meeting, SBV Governor Pham Duc An congratulated Ms. Zou Jiayi on her appointment as President of AIIB. He highly appreciated Vietnam being selected as one of the first destinations for her official visits following her assumption office. The Governor emphasized that Vietnam has consistently regarded AIIB an important development partner in the areas of infrastructure development, green growth, and energy transition.
Sharing Vietnam’s development priorities, Governor Pham Duc An noted that the country is entering a new stage of development with significant demand for long-term financial resources to support strategic infrastructure projects, particularly in the fields of transportation, energy, digital infrastructure, urban development, and climate change adaptation. He emphasized that AIIB possesses a strong capital base and considerable potential to further expand cooperation with Vietnam in the coming years.
The Governor proposed that the two sides continue to work closely in developing a medium- and long-term cooperation agenda, focusing on energy infrastructure and energy transition, transportation infrastructure–particularly railway development–digital infrastructure, sustainable urban development, and climate resilience. He also encouraged AIIB to expand its support for Vietnam’s private sector through non-sovereign-backed financing, especially for green projects, renewable energy initiatives, and strategic infrastructure development.
For her part, President Zou Jiayi highly appreciated Vietnam’s remarkable socio-economic achievements in recent years, particularly its success in maintaining economic growth, preserving macroeconomic stability, and enhancing its position in the international arena.
The AIIB President affirmed that Vietnam has consistently been one of AIIB’s important and active partners in the region. She also highly valued the role of the SBV as the representative agency of the Vietnamese Government at AIIB.
President Zou Jiayi emphasized that the SBV has not only coordinated effectively in promoting AIIB's cooperation activities and investment portfolio in Vietnam, but has also made practical and responsible contributions through policy consultations, oversight of the Bank's operations, and advocacy for the interests of developing member countries within the AIIB governance framework.

The two sides also exchanged views on a number of potential areas for future cooperation, including large-scale transportation infrastructure projects, energy transition, green growth, mobilization of capital for the private sector, and the application of AIIB’s innovative climate finance instruments.

Concluding the meeting, Governor Pham Duc An expressed his confidence that President Zou Jiayi’s visit would open up new opportunities for cooperation between Vietnam and AIIB, thereby supporting Vietnam’s efforts to mobilize resources for strategic infrastructure development, green growth, and energy transition. He also reaffirmed AIIB’s important role as a long-term development partner accompanying Vietnam on its path toward sustainable and inclusive growth.
