The Governor of the State Bank of Vietnam (SBV) issued Decision No. 630/QĐ-NHNN on March 30 to promulgate a plan of applying security measures to e-payment and bank card payment.
Accordingly, the objective of this plan is to enhance the SBV’ state management of the task of ensuring security for IT, services and facilitates of e-payment and bank card payment; to improve management of IT risks and strengthen security for e-banking services and bank card payment of credit institutions, foreign bank branches and payment intermediary service providers.
The main substances of the plan set out specific tasks and roadmap for credit institutions, foreign bank branches and payment intermediary service providers in the process of applying new authentication technology to e-payment (Internet Banking, Mobile Banking); to implement measures of minimizing risks of bank card payment.
In the process of implementing this plan, it is required for all entities to send report to the SBV (via Information Technology Department) if any difficulties and obstacles arise.
At the same time, the SBV Governor assigned the Communication Department to cooperate with relevant entities to provide information and communication to the public and enterprises, thereby supporting effectively the application of standards and authentication solutions to e-payment and bank card payment.
The Payment Department is responsible for cooperating with Information Technology Department to monitor and supervise the implementation of this plan.
The Information Technology Department is responsible for monitoring and urging the implementation annually or when needed, compiling reports to be submitted to the SBV Governor.
