On May 2, 2018, at the Ministry of Home Affairs head office, the Government’s Steering Board for Administrative Reform organized a meeting to announce the Public Administration Reform Index for 2017 (PAR Index 2017). The State Bank of Vietnam (SBV) was rated the first in PAR Index 2017. This is the third consecutive year that the SBV has achieved the first rank in PAR Index.
Accordingly, PAR Index 2017 divided the ministries and government agencies into two groups. In the first group consisting of 12 ministries and agencies with scores of 80% and over, the SBV had the highest score at 92.36%, followed by the Ministry of Information and Communications, the Ministry of Finance, the Ministry of Justice, the Ministry of Industry and Trade, the Ministry of Foreign Affairs, the Ministry of Agriculture and Rural Development, the Ministry of Science and Technology, the Ministry of Home Affairs, the Ministry of Natural Resources and Environment, the Ministry of Education and Training, the Ministry of Labour, Invalids and Social Affairs.
The PAR Index average score of all 19 ministries and agencies was 79.92%. No ministry or agency scored below 70% in PAR Index 2017.
The subjects measured by this indicator set are 19 ministries and government agencies, as well as 63 provincial and municipal People's Committees. Accordingly, the set of criteria for determining the PAR Index is divided into seven sectors, 37 criteria and 79 sub-criteria. The rating scale is 100, in which the organisation's self-assessment score (with the appraisal of a Council) is 63.5/100 and the sociological survey score is 36.5/100.
The goal of this activity is to monitor and evaluate the annual results of PAR implementation among the ministries, agencies and local authorities in a comprehensive, realistic, objective and fair manner.
The PAR Index identifies the strengths and weaknesses in the PAR implementation by the ministries, agencies and local authorities; at the same time, raising the accountability of the heads of state administrative agencies in their leadership, directions and implementation of the administration reform substances.
