On September 10th, 2018, at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Nguyen Kim Anh had a working session with the delegation of the United States Department of Commerce led by Mr. Gilbert B. Kaplan - Under Secretary of Commerce for International Trade.
Also attending the meeting were representatives of the SBV units: the Payment Department, the International Cooperation Department and the Department of Legal Affairs. On the US side, there were officials from the US Department of Commerce and officers from the US Embassy in Vietnam.
On behalf of the SBV Board of Management, Deputy Governor Nguyen Kim Anh welcomed Mr. Gilbert Kaplan – the US Under Secretary of Commerce for International Trade – to visit and work with the SBV on his first mission in Vietnam to attend the 2018 US-Vietnam Business Summit.
The US Under Secretary of Commerce for International Trade thanked the SBV Deputy Governor for his hospitality and stressed that he was impressed by the development of Vietnam with over 90 million consumers, in which the middle class has been growing the most strongly in the region. That is why many US businesses want to invest and do business in Vietnam. Mr. Gilbert Kaplan congratulated the SBV Board of Management on, under the excellent leadership, having implemented the measures to help Vietnam's banking system develop, contributing to boosting the country’s economy. Mr. Gilbert Kaplan expressed hopes that there will be more cooperation between Vietnamese banks and the US partners, especially when the US Government is very interested in promoting the development of trade relations with Vietnam.
At the meeting, Deputy Governor Nguyen Kim Anh and Mr. Gilbert Kaplan exchanged some ideas on accelerating the development of electronic payments, improving the legal framework in the field of non-cash payments, helping US e-payment businesses to do business on a fair ground in Vietnam, and the orientations and views of the SBV on some related issues raised by the US delegation.
Deputy Governor speaks at the meeting
The SBV Deputy Governor appreciated the contributions of US card organizations (such as VISA and MasterCard) in Vietnamese market through the provision of non-cash payment services in Vietnam in the recent years. With the role of state management in the monetary and banking areas, the SBV always highly appreciates the strong contributions and close cooperation between the Government of Vietnam and the US Government, as well as the market participants of both countries; especially in the field of banking in general and electronic payments in particular. Deputy Governor Nguyen Kim Anh affirmed that the SBV will step up the implementation of measures to promote non-cash payments in Vietnam and achieve the objectives set out in the Scheme for the development of non-cash payments in Viet Nam in the 2016-2020 period, which was approved by the Prime Minister in Decision No. 2545/QD-TTg dated December 30th, 2016.
The SBV Deputy Governor also assigned the relevant Departments to take note, study and absorb the valuable recommendations made by the US delegation on the issue of accelerating electronic payment development, as well as in the process of researching, amending, supplementing and replacing the Resolution on non-cash payments in accordance with the regulations on promulgation of legal documents.
Deputy Governor Nguyen Kim Anh welcomed Vietnamese and US partners who have come into cooperation and exchanges in the recent past, at the same time, hoped that Mr. Gilbert Kaplan would continue to support the promotion of more effective cooperation between the two countries' businesses in the coming time. The Deputy Governor wished Mr. Gilbert Kaplan good results in his trip to Vietnam.
