On July 9, 2019 at the headquarters of the State Bank of Vietnam (SBV), Governor Le Minh Hung had a meeting with Mr. Francois Painchaud - International Monetary Fund (IMF) Resident Representative for Vietnam and the Lao P.D.R.
At the meeting, Governor Le Minh Hung congratulated Mr. Francois Painchaud on his new appointment as the IMF Resident Representative for Vietnam and the Lao P.D.R with an office term of three years, starting from June 3, 2019. Governor Le Minh Hung believed that Mr. Francois Painchaud, with his experience as resident representatives, and also experience working at the IMF with a lot of researches on fiscal topics and monetary policies, especially as head of several technical cooperation missions providing support to a number of developing economies, Mr. Francois Painchaud will be able to provide the Government of Vietnam in general and the SBV in particular with a lot of precious advice, policy recommendations, suitable to the circumstances and specific economic conditions of Vietnam.

Regarding Vietnam's socio-economic situation, the banking performance in the first 6 months of 2019 and Vietnam’s international economic integration, Governor Le Minh Hung shared that the cooperation between Vietnam and the IMF is getting better, more effective and practical. The SBV highly appreciates the IMF's support for Vietnam's socio-economic development policies, as well as the assistance and training, and policy advice extended to the Government of Vietnam in the fields of economy, development, supporting the development of the country, maintaining macroeconomic stability, developing social security. In particular, IMF has provided a lot of technical assistance and human resource development to the banking and financial sector in general and the SBV in particular.
The SBV Governor believed that Mr. Francois Painchaud, with his role as the IMF Resident Representative for Vietnam, would continue to actively support the Government of Vietnam in strengthening the role of policy bridging between the IMF and the SBV, as well as other ministries and government agencies, providing a lot of policy advice and recommendations to the Government of Vietnam on the macro economy, and supporting the mobilization of technical assistance and training resources for Vietnam.

Mr. Francois Painchaud said, the recent meeting of the IMF Executive Board on Vietnam’s Article IV Report had high evaluation for Vietnam’s socio-economic results in 2018 and the first months of 2019. The Board fully acknowledged the policy management orientations of the Government of Vietnam and the SBV. In the coming time, the IMF will strengthen its close cooperation with the relevant agencies of Vietnam, continue the policy dialogue channel with the relevant agencies of Vietnam, continue support capacity building and staff training in the areas of macroeconomic management and statistics, monetary and financial forecasts.
Mr. Francois Painchaud highly appreciated the relationship with the SBV and hoped to receive the strong support and close coordination from the SBV during his tenure, and affirmed to strengthen the cooperative relationship between the IMF and Vietnam, as well as with the SBV.
