On August 12, 2024, at the headquarters of the State Bank of Vietnam (SBV), Governor Nguyen Thi Hong had a meeting with Mr. Marc E. Knapper, Ambassador Extraordinary and Plenipotentiary of the United States of America (USA/US) to Vietnam.
At the meeting, Governor Nguyen Thi Hong congratulated Ambassador Marc E. Knapper for his significant contributions and for serving as an important bridge in elavating the cooperative relations between Vietnam and the U.S. to a new height (Comprehensive Strategic Partnership).
Ambassador Knapper shared that the cooperative relations between the two nations have been increasingly strengthened, aiming towards the common goal of strong, sustainable and inclusive growth through well-designed macroeconomic policies and the efforts to maintain financial stability.
Governor Nguyen Thi Hong stated that the SBV has been implementing comprehensive solutions to execute the National Strategy on Green Growth for the 2021-2030 period, and the Scheme on the solutions and tasks to realize the outcomes of COP26. Among those solutions, the Governor emphasized that the SBV has been focusing on improving the policy orientations and the legal frameworks on green banking and green credit, in accordance with the goals of green growth and sustainable development, creating favorable conditions for credit institutions to access technical assisstance and international resources for green projects.

Regarding the JETP framework, the SBV Governor expressed her hope that the U.S. would provide support and promote long-term capital mobilization with preferential conditions to directly finance Vietnamese businesses or indirectly finance green projects in general, and specifically those within the JETP framework, through commercial banks.
Ambassador Knapper shared that the U.S. International Development Finance Corporation (DFC) is willing to finance green projects through some Vietnamese commercial banks, including: Southeast Asia Commercial Joint Stock Bank (Seabank), Tien Phong Commercial Joint Stock Bank (TPBank), and Vietnam Prosperity Joint Stock Commercial Bank (VPBank). The Ambassador affimed that the U.S. Embassy in Vietnam would always be ready to support the SBV by providing its policy advise and technical assistance.
Towards the end of the meeting, both sides reaffirmed to enhance close cooperation, especially at technical level, to exchange information and to strengthen the cooperative relations in various potential fields.
