On September 24, 2024, Deputy Governor Dao Minh Tu of the State Bank of Vietnam (SBV) attended the meeting between Party General Secretary and State President To Lam and Ms. Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF). The meeting took place within the framework of the visit to the United States by Party General Secretary and State President To Lam to attend the United Nations Summit of the Future, and the 79th Session of the UN General Assembly (UNGA 79).
Congratulating Ms. Kristalina Georgieva on the 80th anniversary of the IMF’s establishment, Mr. To Lam highly complimented the IMF’s important role in monitoring the macro-economic stability of economies and advising countries in the formulation of policies for the financial and monetary system stability, poverty reduction, sustainable and balanced economic growth, and climate change responses. Mr. To Lam also shared that from an underdeveloped economy, Vietnam is now listed in the world’s top 40 economies, and is now at the beginning of a new era towards significant milestones, which are the 100th anniversary of the establishment of the Communist Party of Vietnam in 2030, and the 100th anniversary of the country’s independence in 2045.
Praising the achievements made by Vietnam, Ms. Kristalina Georgieva asserted that Vietnam and ASEAN as a whole are bright spots in the global economy, particularly during the tough times when the world economy had experienced a series of shocks. According to Ms. Georgieva, throughout Vietnam’s development journey, the IMF has been accompanying to support Vietnam to improve its growth quality. She also re-affirmed the IMF’s commitment to supporting Vietnam in the realization of the development goals in the future, including the goal of becoming a developed and high-income nation by 2045, through accelerating the reforms and enhancing the risk-based governance. Ms. Georgieva also confirmed that Vietnam’s resilience, adaptability and maintenance of a high economic growth have been developed based on the two firm pillars, which have been reinforced for several decades.

Toward the end of the meeting, the IMF Managing Director expressed her hope that Vietnam would work alongside with the IMF to share its experience and success story with other countries, especially partners in Africa.
For his part, Party General Secretary and State President To Lam proposed that the IMF continue its support for Vietnam to realize its established goals and vision, accelerate the economic restructuring, renovate the growth model, pursue digital transformation and green transition, and develop new technologies such as artificial intelligence, in association with ensuring the social protection and poverty reduction in a people-centered approach, and leaving no one behind. Mr. To Lam also reaffirmed Vietnam’s strong commitment to further promoting its role and responsibility in addressing global issues, for a peaceful and prosperous world.
