In his concluding remarks at the virtual National Conference on Digital Transformation, Prime Minister Pham Minh Chinh praised the efforts and the performance of the Ministries, agencies and local authorities; the strong guidance of the members of the National Committee on Digital Transformation and the Working Group, especially the Ministry of Public Security, the State Bank of Vietnam (SBV), the Ministry of Finance, several cities and provinces such as Da Nang, Binh Phuoc, Nam Dinh, and Binh Duong; the consensus, support and active participation of the people and businesses.

On February 25, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired the virtual National Conference on Digital Transformation and the 5th meeting of the National Committee on Digital Transformation and the Working Group for the implementation of Scheme 06 of the Government on developing the applications of the population database, the personal identification and e-authentication in support of the national digital transformation in the period of 2022-2025, vision to 2030.
The Conference was attended by General To Lam, Minister of the Ministry of Public Security, Head of the Working Group for the implementation of Scheme 06; Mr. Nguyen Manh Hung, Minister of the Ministry of Information and Communications, Vice Chairman of the National Committee on Digital Transformation; SBV Governor Nguyen Thi Hong, together with the leaders of other Ministries and agencies.
Positive results in digital transformation and the implementation of Scheme 06
At the Conference, the participants agreed to the assessment that in 2022, the digital transformation and the implementation of Scheme 06 had achieved encouraging results in many aspects such as the awareness and actions; the improvement of the institutional and policy frameworks, creating a favorable legal environment; the development of the digital infrastructure, digital platforms, the national databases, especially the national population database; the web-based public services; the information safety and security; the human resource development for digital transformation; the development of the digital economy and the digital society, especially platforms for online tax payments, electronic invoices, e-commerce, non-cash payments, etc.
In the first two months of 2023, the digital transformation and the implementation of Scheme 06 has continued to be accelerated. Online public services continued to be promoted in association with the connection to the National Population Database, and has achieved positive results. There has been over 177 million dossiers processed on the National Public Service Portal, an increase of over 23 million as compared to the end of 2022; implementing successfully the pilot inter-connection of public services (birth certification, permanent resident registration and the issuance of health insurance cards for children under 6 years of age; and death certification, termination of permanent residency, and benefits to cover funeral expenses).
The National Population Database has connected and shared data with 13 Ministries and agencies, 58 local authorities and 04 State-owned enterprises, and increase of 01 Ministry/agency and 27 local authorities as compared to the end of 2022. 78 million chip-based ID cards have been issued, an increase of 02 million cards as compared to the end of 2022.
The application platforms on digital citizenship, digital economy, digital society and digital government have continued to be implemented strongly and effectively. About the promotion of non-cash payments for policy beneficiaries via the digital platform operated by Vietnam Post (VNPost), 61 out of 63 cities and provinces have made online payment to the social protection beneficiaries, and 56 out of 63 cities and provinces have made online payment to the people with great contributions to the revolutionary cause, etc.

Beside the achievements, the Prime Minister also mentioned several limitations in the digital transformation process. The leadership, guidance and governance in some areas have not strong enough; the mechanisms and policies still have many gaps; the quality and the efficiency in providing and using high-level online public services have been limited. There is currently a big gap between the urban and the rural areas in the digital transformation process; the cyber safety and security have not met the requirements; the human resources for the digital transformation have not yet met the demand in terms of both quantity and quality...
Especially, according to the Prime Minister, there are still many shortcomings in the process of implementing the regulation on terminating the use of household registration books and temporary residence books (effective from January 1, 2023), not creating favorable conditions for the people.
Implementing strongly and effectively the national digital transformation
The Prime Minister requested the National Committee and the Digital Transformation Steering Committees of the Ministries, agencies and local authorities to urgently promulgate the Digital Transformation Plan for 2023 and organize the implementation (to be completed in the first quarter of 2023).
In addition, the Prime Minister also requested the Ministries, agencies and local authorities to implement the following key substances:
Improving the awareness of the role and the importance of the national digital transformation; focusing on reviewing, amending and supplementing the relevant mechanisms and policies, creating a favorable legal corridor to promote the national digital transformation.
Promoting the digital transformation in all areas, from the guidance and governance to the implementation and the evaluation of the progress in the Ministries, agencies and local authorities; connecting the national and specialized information systems and databases with the Government Information and Operations Center; enhancing the sharing of socio-economic information and data among the Ministries/agencies and the local authorities in order to effectively use the databases for policy consultancy, recommendations and policy-making.
Improving the processes, digitizing the dossiers, records and results in administrative procedure handling; connecting the online public services with the National Public Service Portal, contributing to reducing the time and saving the costs for the people and businesses; regularly evaluating the performance results.
Strictly implementing the regulations on terminating the use of the household registration books and the temporary residence books; enhancing the exploitation of the resident information from the National Population Database, not requiring people to provide certificates of residency status when for the handling of administrative procedures.
Promoting e-commerce and non-cash payments for services, social benefits, social protection allowances, as well as in bank account verification.
Reviewing and assessing the cyber safety and security of the information systems and databases; urgently addressing the current limitations and inadequacies related to the security gaps, especially the information leakages and the personal data protection.
Focusing on accelerating the development of appropriate and effective mechanisms and policies, as well as priority policies on training, recruitment, arrangements, salaries and wages for the human resources involved in digital transformation, especially the high-quality human resources.
Strengthening the international cooperation in digital transformation, especially the investment cooperation, the technology transfers, the attraction and training of high-quality human resources, etc.
