On December 28, 2020, the State Bank of Vietnam (SBV) issued Decision No. 2250/QD-NHNN on the SBV's Administrative Reform Plan for 2021.
The Plan's goal is to further focus on the continuous and effective implementation of the various aspects of the administrative reform in order to promote a stable and safe business environment in the monetary and banking sector, encourage healthy competition, ensure the money market disciplines and compliance, and support the business development and the economic growth, as well as promote the international integration. The emphasis of the administrative reform in 2021 will be placed on three main pillars, namely: Institutional reform and improvement; Promoting the application of advanced technologies and modernizing the management methodology; Enhancing the quality of the SBV human resources.
The Plan is composed of the specific contents and tasks as follows:
(i) Institutional reform and improvement: Improving the legal framework, the monetary mechanisms and policies, and the banking operations to ensure consistency, and to meet the requirements of State management; Continuing to implement the tasks of reviewing the implementation of the Law on the State Bank of Vietnam, the Law on Credit Institutions, the Law on Deposit Insurance; the Law on the Prevention of Money Laundering; Organizing the implementation of the Program on the development of legal documents as approved by the competent authorities, focusing on developing the legal documents in accordance with the Scheme on restructuring the credit institutions in association with dealing with bad debts; Proactively reviewing, amending and supplementing necessary mechanisms, policies and legal provisions on banking operations to create more favorable conditions for the people, businesses and the economy in post–COVID time; Continuing to improve the quality in formulating and promulgating new legal documents, enhancing the quality of the appraisal of the legal documents in order to ensure the legality, consistency, specificity and feasibility of those documents; Renovating and diversifying the forms and means of communication and dissemination of the laws; Continuing to collaborate in reviewing and providing comments on the international treaties that Vietnam is in the process of negotiating to join.
(ii) Administrative procedure reform: Organizing strong and effective implementation of the Resolutions and directions of the Government and the Prime Minister on cutting/reducing business conditions in the banking operations; Continuing to implementing solutions to maintain the Depth of credit information index, improving the credit information coverage, assisting the people and businesses to access fair and transparent credit, contributing to improving the Getting Credit Index and the business environment, enhancing the national competitiveness; Cutting, reducing and simplifying at least 10 administrative procedures and business conditions, as well as reducing at least 5% of the compliance costs related to business operations of the credit institutions, enterprises and the citizens; Promoting the internal administrative procedure reforms of the SBV; Effectively implementing the One-Stop-Shop mechanism in receiving and returning results of administrative procedures.
(iii) State administrative apparatus reform: Continuing to improve, standardize, and synchronize the rules, regulations and procedures for personnel management; Continuing to review the functions, tasks, powers, organizational structures and working relationships of the SBV’s entities to adjust, rearrange and consolidate the organizational apparatus of the entities in accordance with the functions and tasks of the SBV and the current regulations of the State, ensuring the efficiency, effectiveness and high performance in their operations, preventing duplications and overlaps; Implementing on schedule the SBV's Scheme on Downsizing during the period of 2015-2021 as requested in the Politburo's Resolution No. 39-NQ/TW dated April 17, 2015 on downsizing and restructuring of officials and public employees, and the Government's Decree No. 108/2014/ND-CP dated November 20, 2014 on downsizing policies; Strengthening and enhancing the quality of the administrative inspections, the compliance supervision, and the inspections of personnel and organization in terms of compliance with the regulations on organizational arrangements, as well as the downsizing withing the SBV entities.
(iv) Public Service Reform: Continuing to promot the reform of public services and the state officials; developing a force of state officials, civil servants and public employees with reasonable numbers and structures, meeting the requirements for public services, ensuring the right people for the right jobs, reducing the number of positions and improving the quality; Applying information technology in the recruitment of state officials for the SBV; Applying modern models, methods and technologies in the assessment of state officials, civil servants and public employees in line with the guidelines of the Ministry of Home Affairs; Diversifying the forms of training in addition to the conventional forms of training and retraining, such as: Mentoring, guidance on thematic research, subject matter expert discussion, distance training and retraining; Enhancing the accountability, administrative disciplines and ethics of state officials, civil servants and public employees, developing and implementing effectively the codes of conduct and the regulations on office cultures within the SBV.
(v) Public finance reform: Improving and formulating necessary documents related to the investment-construction management, financial and asset management in order to promptly notify and provide guidance to the relevant entities; Promoting the public finance reform, improving the financial mechanism and financial management for the non-business units under the SBV, etc.; Continuing to implement the mechanism of contracting funding for current activities; Enhancing the roles and responsibilities of the heads of units in organizing the expenditures, procurements and capital investment and -construction, ensuring cost efficiency to supplement income for their respective officials and civil servants; Strengthening inspection, supervision and management closely and effectively, in association with thrift practice and anti-waste in the fields of finance, asset management and investment-construction activities of the SBV’s entities.
(vi) E-Government development and promotion of administrative modernization: Continuing to implement Decision No. 528/QD-NHNN dated March 29, 2019 of the SBV Governor on the SBV’s Plan of Action to implement Resolution No. 17/NQ-CP of the Government on some key tasks and solutions to develop e-Government in the period of 2019 - 2020, with orientations to 2025; Implementing on-schedule the Plan on upgrading the Public Service Portal, the SBV's electronic One-Stop-Shop information system in compliance with the Government's regulations, ensuring data connectivity and capabilities of sharing with the National Public Service Portal. Finalizing the integration of periodical reporting templates on the SBV's Reporting System, which meets the provisions of Decision No. 293/QD-TTg dated February 24, 2020 on the set of general indicators and socio-economic indicators required in the periodical reports and the statistical reports to assist the operations and governance of the Government and the Prime Minister; Enhancing innovation and application of the industrial revolution 4.0 achievements in the payment operations; studying and applying modern payment methods; promoting electronic payments in the Government sector and for the public services; Finalizing the review and modifications of the document-processing processes in the digital environment towards standardization, meeting the requirements of the Government, the Ministry of Home Affairs and the Ministry of Information and Communications on clerical work, electronic documents, electronic archiving and the management of shared documents among the different ministries, agencies and local authorities; Improving the information technology infrastructure of the primary and the contingency data centers based on the Active-Active model, providing services on cloud platforms, shared information technology infrastructures for the SBV units, as well as solutions to ensure security and safety of the information systems; Completing the conversion and application of the Quality Management System in line with the National Standard TCVN ISO 9001: 2015, which is being implemented by the SBV’s units involved in the administrative procedures; studying and deploying the ISO standard for quality management by digitizing all administrative procedures performed by the SBV.
Within their respective functions and tasks, the Heads of the SBV’s relevant entities are responsible for disseminating, directing and arranging the implementation of the tasks and specific activities mentioned in this Plan, as well as other specific assignments. The SBV’s entities are also required to provide periodical reports to the SBV Governor on the implementation results of the administrative reform tasks as mentioned in the Plan.
