On October 29, 2019 in Hanoi, within the framework of the 22nd session of the Inter-governmental Committee for Economic-Commercial and Scientific-Technological Cooperation between Vietnam and the Russian Federation, the National Payment Corporation of Vietnam (NAPAS) and the National Payment Card System (NSPK) of the Russian Federation co-organized a ceremony to announce the completion of technical connection of the domestic card payment systems, and the signing of the Cooperation Agreement.
In the witness of Deputy Prime Minister Trinh Dinh Dzung of Vietnam and Deputy Prime Minister Maxim Akimov of the Russian Federation, Deputy Governor Nguyen Thi Hong of the State Bank of Vietnam, Deputy Governor Dmitry Skobelkin of the Central Bank of Russia, and all participants attending the event, the representatives of the related parties signed a number of technical cooperation arrangements between NAPAS and NSPK; between Vietnam - Russia Joint Venture Bank (VRB) and NAPAS; between the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) and NAPAS.
According to the content of the Cooperation Agreement, NAPAS and NSPK have agreed to implement the acceptance of payments by domestic cards bearing the national brand of the Russian Federation – the MIR chip cards in Vietnam. Regarding the implementation plan, BIDV and VRB will be the first two banks within the NAPAS system to provide services which allow MIR chip cardholders to make payments at BIDV's POS network and withdraw cash at VRB's ATM network in Vietnam.

NSPK is a domestic card organization of the Russian Federation established and managed by the Central Bank of Russia with 324 Members, with a payment acceptance network consisting of 130,000 ATMs and 2,000,000 POS machines, 50 million MIR brand cards.
