On July 23, 2026, at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Pham Thanh Ha met with a Bloomberg delegation led by Mr. Bing Li, Bloomberg’s Asia-Pacific Chairman.

Overview of the meeting
Welcoming Mr. Bing Li and the Bloomberg delegation, Deputy Governor Pham Thanh Ha affirmed that the SBV always encourages reputable international institutions with extensive experience, such as Bloomberg, to share international best practices and support the development of Vietnam's financial market. He also emphasized that cooperation with leading global financial information providers helps enhance the transparency, accuracy, and timeliness of policy communication, thereby improving the effectiveness of policy implementation as Vietnam continues to deepen its international integration.
During the meeting, the two sides exchanged views on the development of the foreign exchange and money markets, the promotion of electronic trading in financial markets, and the application of technology and data in market supervision and capacity building for SBV units.

Sharing the SBV's policy orientation, Deputy Governor Pham Thanh Ha stated that modernizing the monetary policy framework and developing the money market remain among the SBV's key medium-term priorities. Accordingly, the SBV will continue improving the legal framework and monetary policy instruments in line with international best practices, while encouraging the active participation of credit institutions in developing a safe, efficient, and sustainable interbank money market.
Regarding the exchange rate management, the Deputy Governor affirmed that the SBV will continue to operate the exchange rate flexibly in line with market conditions, enabling the economy to absorb external shocks while closely coordinating exchange rate management with other monetary policy instruments. These efforts aim to stabilize market sentiment and expectations, support inflation control, maintain macroeconomic stability, and create a solid foundation for sustainable socio-economic development.
The Deputy Governor also shared updates on the banking sector's digital transformation. As of June 26, 2026, the banking sector had successfully completed biometric verification for more than 162.9 million individual customer records and over 2.6 million corporate customer records. Since its launch in September 2024, the System for Intelligent Monitoring and Oversight (SIMO) has achieved significant results. As of June 30, 2026, the system had generated alerts for more than 4.6 million customer transactions, helping prevent fraudulent transactions worth over VND 5.2 trillion.

For his part, Mr. Bing Li expressed his impression with the rapid development of Vietnam's financial market and the banking sector's remarkable achievements in digital transformation. Noting that Bloomberg has long been a trusted partner of central banks across the Asia-Pacific region and worldwide, he expressed his hope that cooperation between Bloomberg and the SBV would continue to deepen. On this occasion, Mr. Bing Li also shared practical experience gained through Bloomberg’s cooperation with governments and central banks around the world.
Regarding future cooperation, Deputy Governor Pham Thanh Ha proposed that Bloomberg continue working closely with the SBV to enhance financial market data connectivity, support the effective application of advanced analytical tools, and strengthen exchanges of information and experience in macroeconomic forecasting, data governance, fraud prevention, and artificial intelligence applications. In particular, as Vietnam is studying the development of an International Financial Centre, the Deputy Governor suggested that Bloomberg share its expertise in financial data infrastructure, international data standards, and other key elements necessary to strengthen connectivity with global investors.
Concluding the meeting, Deputy Governor Pham Thanh Ha expressed his confidence that the partnership between the SBV and Bloomberg would continue to develop and deliver practical, mutually beneficial outcomes.
