On August 17, 2026, at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Pham Tien Dzung attends and delivered remarks at a high-level workshop on current developments in digital asset technology. The workshop was funded by the Swiss State Secretariat for Economic Affairs (SECO) and jointly organized by SECO, the SBV, the Swiss Finance Institute (SFI), and relevant agencies.

An overview of the workshop
Attending the workshop on the Vietnamese side were Deputy Governor Pham Tien Dzung, representatives from relevant SBV units, and representatives of commercial banks. On the Swiss side, participants included Mr. Benjamin Müller, Chargé d’Affaires a.i. of the Embassy of Switzerland in Vietnam; Mr. Markus Buergi, Managing Director of SFI; and experts from SFI.
In his opening remarks, Deputy Governor Pham Tien Dzung expressed his appreciation to the Swiss Government, SECO, the Embassy of Switzerland in Vietnam, and SFI for their continued support for the Vietnamese banking sector in capacity building, modernization, and international integration. The Deputy Governor spoke highly of SFI’s role in providing knowledge and sharing practical experience with Vietnamese authorities and financial institutions.

The Deputy Governor noted that the global financial and banking sector is entering a period of profound transformation driven by digital technologies. Emerging technologies and models such as blockchain, distributed ledger technology, asset tokenization, stablecoins, artificial intelligence (AI), and central bank digital currencies (CBDCs) are gradually transforming the delivery of financial services, creating significant opportunities to enhance operational efficiency, foster innovation, and improve access to financial services.
Regarding Vietnam, the Deputy Governor noted that the banking sector is shifting from digitalization toward greater data utilization and the application of AI. Against the backdrop of rapid digital transformation, the development of emerging technologies such as blockchain, digital assets, crypto-assets, asset tokenization, stablecoins, and CBDCs presents both new opportunities and new requirements for the SBV in its regulatory and supervisory work.
The Deputy Governor spoke highly of Switzerland's experience in the development of crypto-assets, stablecoins, and its crypto and digital finance ecosystem. He expressed his hope that SBV officials and other participants would gain valuable knowledge and practical experience from the workshop to support research, policy formulation, and the implementation of initiatives relating to crypto-assets, CBDCs, stablecoins, and blockchain applications in banking operations.
Deputy Governor Pham Tien Dung called on leaders of SBV units, commercial banks, and other participants to actively exchange views, share experience, and engage in open discussions. He emphasized that such exchanges would contribute to strengthening research and policy advisory capacity and better preparing the banking sector for changes in the financial system, particularly as digital transformation and technological innovation in the financial and banking sector continue to advance rapidly.
Within the framework of the workshop, Professor Fabian Schär of the Swiss Finance Institute (SFI) delivered presentations on distributed ledger technology (DLT), blockchain, CBDCs, asset tokenization, stablecoins, blockchain applications in organizations, regulatory compliance, and privacy in blockchain. The discussions provided participants with updated knowledge and insights into emerging technological trends shaping the financial and banking sector.

In addition, experts from the Asian Development Bank (ADB) shared information on policies and the current development of digital assets and asset tokenization in the Asia-Pacific region. Their presentations focused on the development of digital assets, policy implications for the financial sector, as well as opportunities, challenges, and international experience in regulation and supervision.
