From July 24 to August 1, 2026, Deputy Governor Pham Tien Dzung of the State Bank of Vietnam (SBV) led an SBV delegation participating in the Government’s working visit to Switzerland and the Netherlands, headed by Deputy Prime Minister Nguyen Van Thang. The visit aimed to study international experience in developing international financial centers (IFCs), while strengthening cooperation and enhancing connections with international organizations, regulatory authorities, financial institutions, investors, and businesses.
Within the framework of the visit, the delegation held working sessions with the World Trade Organization (WTO), the World Economic Forum (WEF), the Crypto Valley Association, and the Swiss business association Economiesuisse. The delegation also attended a roundtable with Swiss investment funds. In the Netherlands, the delegation participated in the Vietnam-Netherlands Business Roundtable, met with APM Terminals, visited the Euronext Amsterdam Stock Exchange, and held discussions with the Dutch Authority for the Financial Markets (AFM).
Promoting international connectivity and mobilizing global resources
At the meetings, Deputy Prime Minister Nguyen Van Thang highlighted Vietnam's recent socio-economic achievements and reaffirmed the Government’s determination to sustain rapid and high-quality economic growth based on macroeconomic stability, institutional reforms, modern infrastructure development, and the promotion of science, technology, innovation, and the green transition.
Deputy Governor Pham Tien Dzung emphasized that the establishment of international financial centers in Ho Chi Minh City and Da Nang is a strategic initiative to create new growth momentum and strengthen Vietnam’s capacity to mobilize, allocate, and effectively utilize both domestic and international financial resources.
The Deputy Governor also called on international organizations, financial institutions, and the global business community to share experience and support the development of a comprehensive financial ecosystem. He reaffirmed Vietnam’s commitment to attracting reputable international investors while maintaining a transparent, stable, and predictable investment environment in line with international standards.
Sharing Vietnam’s banking policy framework and digital transformation achievements
During discussions, Deputy Governor Pham Tien Dzung introduced Vietnam’s legal framework governing banking, foreign exchange, and anti-money laundering activities within international financial centers. He noted that Decree No. 329/2025/ND-CP provides a comprehensive legal framework covering licensing, banking operations, foreign exchange management, and other related activities.
Accordingly, investors may establish banking institutions within the IFCs in three forms: wholly foreign-owned banks, wholly domestically owned banks, and foreign bank branches.
The Deputy Governor also shared the Vietnamese banking sector’s strong progress in digital transformation. A broad range of banking services has been fully digitized, while credit institutions have accelerated the adoption of digital identity verification, biometric authentication, digital signatures, big data, and artificial intelligence to enhance service delivery, customer assessment, and risk management. He also highly appreciated the contributions of overseas Vietnamese experts and professionals to innovation and the development of Vietnam’s payment platforms and fintech ecosystem.

At the meeting with the Crypto Valley Association, both sides exchanged views on emerging trends in blockchain technology, crypto-assets, stablecoins, and asset tokenization. Representatives of the Association also shared Switzerland’s experience in developing an innovation ecosystem, attracting investment, and promoting fintech development.
Expanding cooperation in green finance and long-term investment
During meetings with investment funds and businesses from Switzerland and the Netherlands, participants expressed strong interest in Vietnam's investment environment, the operational framework for international financial centers, the country’s capacity to mobilize international capital, and opportunities in green and climate-resilient investment projects.

Deputy Governor Pham Tien Dzung welcomed the strong interest shown by international partners in the Vietnamese market. He noted that the SBV has continued to conduct monetary policy in a proactive and flexible manner, in close coordination with fiscal policy and other macroeconomic policies, thereby contributing to inflation control, monetary market stability, and a favorable environment for investment activities.
He further emphasized that the SBV’s credit policy continues to prioritize production and business activities, priority sectors, and new growth drivers, while also supporting the transition toward a green and sustainable growth model. At the same time, Vietnam continues to improve its legal framework on investment and foreign exchange management to enhance transparency, streamline administrative procedures, and create more favorable conditions for foreign investors.

The working visit helped promote Vietnam's development policies and strengthen dialogue with international organizations and the global business community. It also created new opportunities for cooperation in banking and finance, high technology, green finance, digital assets, infrastructure development, and logistics.
