On September 28, 2026, at the headquarters of the State Bank of Vietnam (SBV), SBV Governor Pham Duc An held a meeting with Mr. Arnaud Dupoizat, IFC Regional Director for East Asia and the Pacific. The meeting focused on the International Finance Corporation’s (IFC) activities in Vietnam and areas of cooperation in the financial and banking sector.

At the meeting, Governor Pham Duc An welcomed Mr. Arnaud Dupoizat and the IFC delegation to the SBV. He highly valued the IFC’s practical contributions to the development of Vietnam’s financial and banking sector and private sector. Over the past years, the IFC has provided significant financial resources to Vietnam, with its current outstanding portfolio totaling USD 2.6 billion and total commitments for fiscal year 2026 reaching USD 3 billion, including both short- and long-term financing.
The Governor noted that the IFC not only provides and mobilizes capital, but also offers technical assistance, policy advice, and international expertise, while promoting the adoption of international good practices in the financial and banking sector.
The Governor emphasized that, in the context of Vietnam’s goal of achieving double-digit economic growth, the demand for capital to support economic development is substantial. Effectively mobilizing and allocating financial resources is important not only to meet immediate financing needs but also to support long-term and sustainable development objectives. He affirmed that the SBV would continue to facilitate the IFC’s operations in Vietnam and expressed his hope that the two sides would further enhance the effectiveness of their cooperation.

Speaking at the meeting, Mr. Arnaud Dupoizat congratulated Vietnam on the achievements in monetary policy management in recent years and on FTSE Russell’s upgrade of Vietnam’s stock market. He described this as an important achievement reflecting the efforts of the Government of Vietnam and its direction in developing financial markets, thereby creating additional opportunities to mobilize resources for economic growth.
The IFC representative affirmed the IFC’s commitment to continuing to accompany and support Vietnam in its sustainable economic development, while further strengthening the IFC’s role in mobilizing international resources for Vietnam. In the coming period, the IFC will focus on developing financial instruments in the capital market and stands ready to help mobilize additional international capital through co-financing mechanisms and stronger connections between international investors and Vietnam.
The IFC representative thanked the SBV for its support for the IFC in recent years and expressed his wish to continue coordinating with the World Bank (WB) and Vietnamese agencies in developing and implementing the Country Partnership Framework (CPF), thereby mobilizing large-scale private capital to support Vietnam’s development objectives.

Governor Pham Duc An further noted that the banking system continues to play an important role in providing capital for production, business activities, and investment. In recent years, the banking sector has actively allocated credit resources to support businesses, particularly private enterprises and small and medium-sized enterprises.
In addition to bank credit, the Governor emphasized the importance of developing financial markets in a coordinated manner and diversifying channels for mobilizing medium- and long-term capital. This would complement bank financing and help meet the economy’s growing capital needs, particularly for long-term projects, infrastructure, and priority sectors.
The Governor expressed his hope that the IFC would continue to leverage its role and strengths to provide greater support to Vietnam in mobilizing international resources, contributing to the development of financial markets and the achievement of Vietnam’s long-term and sustainable growth objectives.
Governor Pham Duc An expressed his confidence that the consultation process between the WB and Vietnamese agencies would yield positive results, leading to agreement on the relevant activities and effective implementation of the CPF, thereby contributing to Vietnam’s development objectives.
Governor Pham Duc An also expressed his confidence that Mr. Arnaud Dupoizat would continue to lead the IFC in the East Asia and Pacific region in promoting and further strengthening the long-standing cooperation between the IFC and Vietnam, thereby better supporting Vietnam’s development priorities in the new period.
