On April 16, 2025, Deputy Governor Nguyen Ngoc Canh accompanied the Prime Minister to attend the signing ceremony for several loan and grant agreements between the Socialist Republic of Vietnam and the World Bank (WB) and the Asian Development Bank (ADB), with a total value of about 418 million USD.

The ceremony was organized under the witness of Prime Minister Pham Minh Chinh, representatives from the relevant ministries, agencies, and representatives of the WB and the ADB. The signed projects include: Binh Duong Province’s water environment improvement project, with a loan equivalent to 230.76 million USD from the WB; the Southern waterway corridors and logistics development project, with a total loan equivalent to 107.67 million USD from the WB; and the Climate resilient inclusive infrastructure for ethnic minorities project II, which is implemented in Phu Yen, Quang Tri with a total loan equivalent to 79.422 million USD from the ADB (39.711 million USD for each province).

Also on April 16, 2025 afternoon, Deputy Governor Nguyen Ngoc Canh accompanied the Prime Minister in his meeting with the ADB’s Vice President.
At the meeting, Prime Minister Pham Minh Chinh welcomed Mr. Scott Morris, Vice President of the ADB, to visit Vietnam and attend the Partnering for Green Growth and the Global Goals 2030 (P4G) Summit. The Prime Minister highly acknowledged the ADB’s role and contributions to Vietnam's socio-economic development over the past 30 years. The Prime Minister believed that this working visit would contribute to deepening the cooperation between the two sides, especially in the priority areas, including green transition, energy, sustainable and inclusive infrastructure. The Prime Minister also welcomed the ADB for signing the Climate resilient inclusive infrastructure for ethnic minorities project II, which is implemented in Phu Yen and Quang Tri provinces.
The Prime Minister suggested that the two sides coordinate to remove the difficulties in implementing the ODA and the preferential loan projects. In the context of many challenges in the global economy, Vietnam is making efforts to maintain the stability of the macro-economy, improve the investment environment, and implement the three strategic breakthroughs, especially in transport infrastructure, energy, innovations, education and healthcare. The Prime Minister proposed that the ADB continue to support large-scale projects in Vietnam, in line with the country's development orientations.
The ADB’s Vice President congratulated Vietnam on the successful organization of the P4G Summit, highly complimented the country’s socio-economic achievements and reforms, and affirmed that the ADB would be ready to support and provide more financial support, especially for the key projects, contributing to helping Vietnam achieve its goal of becoming an upper middle-income country by 2030 and a high-income country by 2045.
