On July 21, 2026, the State Bank of Vietnam (SBV) held a ceremony to announce the SBV Governor’s Decision appointing Mr. Phan Manh Cuong as Deputy Director General of the SBV Organization and Personnel Department. Mr. Cuong was previously Deputy Director General of the Anti-Money Laundering Department.

The ceremony was also attended by representatives of the SBV Party Committee, and officials and staff of the Organization and Personnel Department.
At the ceremony, Mr. Le Viet Hung, Deputy Director General of the SBV Organization and Personnel Department, announced the SBV Governor’s Decision No.1639/QD-NHNN, dated July 15, 2026, appointing Mr. Phan Manh Cuong as Deputy Director General of the SBV Organization and Personnel Department. His office term is five years, starting from the date of the appointment.

Delivering his remarks at the ceremony, SBV Deputy Governor Doan Thai Son congratulated Mr. Phan Manh Cuong on his new position, which reflected the recognition and trust of the SBV Board of Management and the Personnel Board of the SBV Party Committee in his capacity. The Deputy Governor also congratulated the SBV Organization and Personnel Department on having its leadership team further strengthened in the context of the Department undertaking a lot of key tasks of the banking sector.
In his assessment of the newly appointed Deputy Director General of the SBV Organization and Personnel Department, the Deputy Governor noted that Mr. Phan Manh Cuong had held various positions in the SBV units, and he possesses a solid professional background and extensive practical experience. The Deputy Governor expressed his confidence that, in his new role, together with the officials and staff of the Organization and Personnel Department, Mr. Phan Manh Cuong would successfully fulfill all assigned tasks.

The Deputy Governor also called on the officials and staff of the Organization and Personnel Department to continue fostering solidarity and supporting Mr. Phan Manh Cuong to leverage his capabilities and quickly integrate into the new working environment.

In his remarks, the newly appointed Deputy Director General of the SBV Organization and Personnel Department expressed his sincere gratitude to the SBV Board of Management for their trust placed in his capacity. He also expressed his sincere appreciation to the officials and staff of the Anti-Money Laundering Department for their support when he was still working there.
