On August 9, 2021, in Hanoi, the Deposit Insurance of Vietnam (DIV) organized a ceremony to announce the Decision of the Governor of the State Bank of Vietnam (SBV) on the mobilization and appointment of Mr. Dang Van Toi, Acting Director General of the SBV Office, as a full-time member of the Board of Directors (BOD) of the DIV.
Attending the ceremony, there was SBV First Deputy Governor Dao Minh Tu, a representative of the Party Committee of the Central Business Bloc, and leaders of the SBV Organization and Personnel Department, the SBV Office, as well as leaders of the DIV.
At the ceremony, the representative of the SBV Organization and Personnel Department announced Decision No. 1316/QD-NHNN dated August 6, 2021 on the mobilization and appointment of Mr. Dang Van Toi, Acting Director General of the SBV Office, as a full-time member of the DIV’s BOD. Mr. Dang Van Toi's term of office is 5 years, starting from the date of appointment.
Under the authorization of the SBV Governor, First Deputy Governor Dao Minh Tu handed over the Decision on mobilization and appointment to Mr. Dang Van Toi. Speaking at the ceremony, Deputy Governor Dao Minh Tu believed that, in his newly appointed position, Mr. Dang Van Toi would continue to promote his experience, knowledge and capabilities to contribute to the development of the banking industry as entrusted by the Party Committee and the Board of Management of the SBV, meeting the expectations of all officials and employees of the DIV.

The Deputy Governor suggested that the DIV BOD should continue to promote the collective sense of responsibility, capacity and intellect to fulfill their assigned mandate and tasks. The SBV First Deputy Governor also emphasized that the DIV had steadily affirmed its important role of a state financial institution, implementing deposit insurance policies to protect the legitimate rights and interest of depositors, maintaining the stability of the system of credit institutions, enhancing the people's confidence in the banking system, ensuring the safe and healthy development of the banking operations.
In particular, in accordance with the DIV's mandate and the development orientations in the coming period, Deputy Governor Dao Minh Tu requested the BOD and the Board of Management of the DIV to closely coordinate with the relevant ministries, agencies as well as the SBV units to finalize and submit to the competent authorities for consideration and approval of the relevant schemes and projects in line with the established schedules.
SBV First Deputy Governor Dao Minh Tu also requested that the DIV as a whole to continuously enhance its solidarity and internal support, promote its collective strengths, ensure democracy, thereby to improve the professional performance. In addition to the professional tasks, the BOD should also motivate the DIV’s officials and employees to follow the instructions of the Party, the Government and the City authorities; ensuring the health of every individual, their family and working unit; joining hands with the whole industry and the country to effectively contain and fight the Covid-19 pandemic.
Speaking at the ceremony, Mr. Pham Bao Lam, Chairman of the DIV BOD, thanked the Board of Personnel Affairs of the Party Committee, as well as the Governor of the SBV for having provided a prompt addition to the DIV senior leadership. This is a big advantage for the DIV in implementing its new professional mandate. On behalf of the DIV BOD, Chairman Pham Bao Lam hoped that Mr. Dang Van Toi, with his capabilities, personal qualities and long experience in the field of finance and –banking, would uphold the DIV's spirit of solidarity and successfully accomplish the assigned tasks.

Speaking in response upon receiving the appointment Decision, Mr. Dang Van Toi thanked the Board of Personnel Affairs of the Party Committee and the Board of Management of the SBV, as well as the DIV BOD for having entrusted him with the new tasks. He believed that his new position is both an honor and a challenge that requires him to constantly improve his qualifications, political qualities, working performance and governance capabilities to meet the new requirements. The newly appointed full-time member of the DIV BOD also express his commitment to make his best efforts, with the highest sense of responsibility, together with the whole DIV BOD, its staff and employees, to actively promote the spirit of solidarity within the DIV and to successfully accomplish the DIV's assigned mandate and tasks.
