On November 22, 2023, the State Bank of Vietnam (SBV) organized a ceremony to announce and hand over the SBV Governor’s Appointment Decisions of leaders at the Reserve Management Department and the Central Banking Department.

The ceremony was attended by SBV Governor Nguyen Thi Hong, SBV First Deputy Governor Dao Minh Tu, SBV Deputy Governor Pham Thanh Ha, representatives of the Human Resource Department, the Monetary Policy Department, the Foreign Exchange Management Department; all of the officials of the Central Banking Department and the officials of the Division for Management of Foreign Exchange Reserves under the Foreign Exchange Management Department.

At the ceremony, Mr. Tran Anh Tuan, Director General of the Human Resource Department, announced Decision No. 1936/QD-NHNN dated October 17, 2023 issued by the SBV Governor stipulating the functions, tasks, mandates and organizational structure of the Reserve Management Department.

After that, Mr. Tran Anh Tuan also announced the SBV Governor’s Appointment Decisions of leaders at the Reserve Management Department and the Central Banking Department, specifically as follows:
Decision No. 2055/QD-NHNN dated November 2, 2023 appointing Mr. Nguyen Van Anh as Director General of the Reserve Management Department. Mr. Nguyen Van Anh was previously Director General of the Central Banking Department. His office term is five years, starting from the date of appointment.

Decision No. 2058/QD-NHNN dated November 2, 2023 appointing Ms. Duong Thi Thanh Binh as Director General of the Central Banking Department. Ms. Duong Thi Thanh Binh was previously Deputy Director General of the Monetary Policy Department. Her office term is five years, starting from the date of appointment.

Decision No. 2056/QD-NHNN dated November 2, 2023 appointing Ms. Lu Thi Thu Hien as Deputy Director General of the Reserve Management Department. Ms. Lu Thi Thu Hien was previously Head of the Agency Relation Operations Division under the Central Banking Department. Her office term is five years, starting from the date of appointment.
Decision No. 2057/QD-NHNN dated November 2, 2023 appointing Ms. Trinh Thi Hong Le as Deputy Director General of the Reserve Management Department. Ms. Trinh Thi Hong Le was previously Head of the Foreign Exchange Trading Division under the Central Banking Department. Her office term is five years, starting from the date of appointment.
All of the above Appointment Decisions of leaders at the Reserve Management Department and the Central Banking Department take effect from November 27, 2023.

Speaking at the ceremony, Governor Nguyen Thi Hong congratulated the newly appointed officers on their appointments. She expressed her hope and beliefs that the officers would continue to develop their capacity, wisdom, experience, and their senses of responsibility to accomplish the assigned tasks in their newly appointed positions.
Moreover, the SBV Governor requested the Foreign Exchange Management Department, the Central Banking Department and the Reserve Management Department to coordinate closely with one another and perform the handover of the relevant dossiers and assignments to the Reserve Management Department, ensuring the efficiency and accuracy. At the same time, these Departments are also requested to coordinate with one another to handle the work smoothly and promptly, ensuring safe and sound banking operations.
In their statements of gratitude, on behalf of the newly appointed officers, Mr. Nguyen Van Anh and Ms. Duong Thi Thanh Binh promised to do their best to contribute to the development of both the SBV and the banking sector.
