On January 09, 2023, in Hanoi, the Organization and Personnel Department under the State Bank of Vietnam (SBV) and the National Credit Information Centre of Vietnam (CIC) held a ceremony to announce and hand over the SBV Governor’s Decisions on the appointments of the members of the CIC’s Board of Management. The ceremony was attended by Mr. Pham Tien Dzung, Deputy Governor of the SBV.
The CIC’s Board of Management was established on August 02, 2022 in line with Decision No. 1376/QD-NHNN of the SBV Governor. On January 06, 2023, the SBV Governor signed the Appointment Decisions of the members of the CIC’s Board of Management.
At the ceremony, Mr. Dang Duy Cuong, Deputy Director General of the Organization and Personnel Department, announced the SBV Governor’s Decisions, specifically as follows:
Mobilizing and appointing Mr. Ta Quoc Hung as Chairman of the CIC’s Board of Management, starting from January 10, 2023 until his retirement in line with the regulations. Mr. Ta Quoc Hung was previously Director General of the Emulation and Reward Department under the SBV.
SBV Deputy Governor Pham Tien Dzung hands over the Appointment Decision to Mr. Ta Quoc Hung, the new Chairman of the CIC’s Board of Management.
Appointing Mrs. Pham Nguyet Bich as member of the CIC’s Board of Management, starting from January 10, 2023. Her office tenure is five (05) years, starting from the date of appointment. Mrs. Pham Nguyet Bich was previously Head of the Research, Development and Marketing Division under the CIC.
Appointing Mr. Tran Dang Phi, Deputy Chief Inspector of the Banking Supervision Agency under the SBV, as part-time member of the CIC’s Board of Management, starting from January 10, 2023 until his retirement in line with the regulations.
Appointing Mr. Tran Tuan Anh, Deputy Director General of the Finance and Accounting Department under the SBV, as part-time member of the CIC’s Board of Management, starting from January 10, 2023. His office tenure is five (05) years, starting from the date of appointment.
Appointing Mr. Cao Van Binh, General Director of the CIC, as part-time member of the CIC’s Board of Management, starting from January 10, 2023.

At the ceremony, on behalf of the SBV Governor, SBV Deputy Governor Pham Tien Dzung handed over the Appointment Decisions to and congratulated the newly appointed members of the CIC’s Board of Management on their new appointments.
The Deputy Governor requested the CIC’s Board of Management to develop its new working regulations and the operational regulations in order to realize the role of the CIC in the operations of the credit institutions as well as the activities of the SBV. Deputy Governor Pham Tien Dzung also requested other SBV’s entities to coordinate closely with the CIC to accomplish the assigned tasks. The SBV Deputy Governor expressed his wishes and beliefs that, with the new qualified leaders and staff, the CIC would successfully fulfill all of its assigned tasks.
Speaking at the ceremony, Mr. Ta Quoc Hung, the newly appointed Chairman of the CIC’s Board of Management, expressed his deep gratitude to the Personnel Board of the SBV’s Party Committee and the SBV’s Board of Management for their trust. He affirmed that he would put his best efforts into the work, promote the solidarity within the CIC, together with all of the officers and staff of the CIC, to accomplish the assigned tasks.
