On December 28, 2023, in Hanoi, the State Bank of Vietnam (SBV) organized a ceremony to announce the Prime Minister’s Decision appointing Mr. Pham Quang Dzung as Deputy Governor of the SBV. Mr. Pham Quang Dzung was previously Chairman of the Board of Directors of the Commercial Joint Stock Bank for Foreign Trade of Vietnam (Vietcombank).
The ceremony was attended by SBV Governor Nguyen Thi Hong; the other SBV Deputy Governors; representatives from the Office of the Party Central Committee, the Government Office, the Central Organization Commission of the CPV, the Central Inspection Commission of the CPV, the Ministry of Home Affairs; representatives from the Banking Trade Union and the central bank Youth Union; the Directors General of the SBV Departments; the Chairpersons of the Boards of Directors and Boards of Management, and the CEOs of the state-owned commercial banks, Deposit Insurance of Vietnam, the National Banknote Printing Plant, Vietnam Asset Management Company; Vietcombank’s Board of Directors and Board of Management, etc.
At the ceremony, Mr. Tran Anh Tuan, Director General of the SBV Human Resource Department, announced the Prime Minister’s Appointment Decision No. 1669/QD-TTg dated December 22, 2023 appointing Mr. Pham Quang Dzung as Deputy Governor of the SBV, starting from January 1, 2024.

Under the authorization by the Prime Minister, SBV Governor Nguyen Thi Hong handed over the Appointment Decision to Mr. Pham Quang Dzung. She congratulated Mr. Pham Quang Dzung on his appointment to the new position. She emphasized that the appointment had reflected the Government's recognition of the contributions by Mr. Pham Quang Dzung personally, as well as the contributions of the entire banking sector over the past time. She expressed her hope and beliefs that Mr. Pham Quang Dzung would continue to develop his capacity, wisdom, experience, and the sense of responsibility to accomplish the assigned tasks in his newly appointed position.

- January 1, 2024: Appointed as SBV Deputy Governor.
