On July 20, 2022, the banking sector’s Steering Committee for Digital Transformation issued Decision No. 1244/QD-BCD announcing the Committee’s work plan in 2022.
Accordingly, the objectives of the Plan are to effectively organize the activities of the Banking Sector’s Steering Committee for Digital Transformation, focusing on directing and coordinating the SBV entities and other organizations in the banking sector in order to enhance the digital transformation, aiming for a digital government, a digital economy and a digital society in the banking sector, in line with the issued plans approved by the SBV Governor, such as the Plan for Digital Transformation in the banking sector by 2025, vision to 2030 (Decision No. 810/QD-NHNN dated May 11, 2021), and the Plan for Digital Transformation in the banking sector in 2022 (Decision No. 1097/QD-NHNN dated June 28, 2022);
Other objectives include accomplishing the important targets and key tasks assigned in the Work Plan of the National Committee for Digital Transformation in 2022 issued at Decision No. 27/QD-UBQGCDS dated March 15, 2022 of the Chairman of the National Committee for Digital Transformation, specifically as follows:
(i) Developing a digital government: The percentage of documents generated through online public services at levels 3 and 4 to reach 80%; The percentage of online administrative procedures processed to reach 100%; The percentage of digitization of records, results of administrative procedures processing to reach 100% (applicable to the administrative procedures received at the SBV's Single Window Service); The percentage of the SBV's periodical reports made online to reach 50%; The percentage of the SBV entities that provide full open data by all categories to reach 50%;
(ii) Developing a digital economy and a digital society: The percentage of people aged 15 and over having a transaction account at a bank or another authorized organization to reach 65 - 70%.
In addition, the Plan also sets out the key tasks of improving the institutional framework; developing non-cash payments, digital payments; developing a digital government; and developing digital data.
The members of the Steering Committee coming from the SBV entities and the credit institutions shall review the objectives, tasks and solutions to be accomplished by the end of 2022 in the relevant documents in order to further direct, monitor, urge and supervise the implementation of the tasks within the responsibilities and jurisdictions of their respective entities or organizations, in order to ensure successful accomplishment of the tasks in 2022.
The Decision also clearly mentions that the Chairwoman and Vice Chairs of the Steering Committee shall be responsible for organizing and directing the other members of the Steering Committee to implement the 2022 Work Plan of the Steering Committee. The members of the Steering Committee shall proactively direct and organize the implementation of this Plan on the basis of the assigned tasks at Decision No. 1978/QD-NHNN and the Appendix of this Plan; on a quarterly basis, each of the members shall report to the Chairwoman of the Steering Committee about the implementation results according to the progress of the tasks in order to monitor, consolidate and report to the National Committee for Digital Transformation.
Before that, on December 10, 2021, the SBV Governor issued Decision No. 1977/QD-NHNN establishing the Steering Committee and the Taskforce for Digital Transformation in the banking sector.
Accordingly, the Chairwoman of the Steering Committee is SBV Governor Nguyen Thi Hong; the First Vice Chair is SBV Deputy Governor Pham Tien Dzung; SBV First Deputy Governor Dao Minh Tu assumes the role of 2nd Vice Chair. The members of the Steering Committee are leaders or representatives of the SBV entities, the SBV – Hanoi Municipal Branch and the SBV – Ho Chi Minh City Branch, the National Payment Corporation of Vietnam (NAPAS), as well as several commercial banks, etc.
By the same Decision, the SBV Governor also established a Taskforce to assist the Steering Committed for Digital Transformation in the banking sector. The Head of the Taskforce is SBV Deputy Governor Pham Tien Dzung; the first Deputy Head is the Director General of the SBV Information Technology Department; the 2nd Deputy Head is the Director General of the SBV Payment Department. The members of the Taskforce are representatives of the SBV entities, the SBV – Hanoi Municipal Branch and the SBV – Ho Chi Minh City Branch, the National Payment Corporation of Vietnam (NAPAS), as well as several commercial banks, etc.
Also on December 10, 2021, the SBV Governor issued Decision No. 1978/QD-NHNN on the Regulations of the Steering Committee and the Taskforce for Digital Transformation in the banking sector.
