On February 25, 2025, Governor Nguyen Thi Hong of the State Bank of Vietnam (SBV) chaired a nation-wide virtual Conference announcing the Decision on the establishment of the SBV Party Committee and Decisions on the organizational structures of the SBV entities.

On February 24, 2025, the Government issued Decree No. 26/2025/ND-CP stipulating the functions, tasks, mandates and organizational structure of the State Bank of Vietnam (SBV), taking effect from March 1, 2025 and replacing Decree No. 102/2022/ND-CP dated December 12, 2022, which had been revised in Decree No. 146/2024/ND-CP dated November 6, 2024. Accordingly, the SBV’s organizational structure had been reviewed and rearranged to be streamlined, effective and efficient, reducing from 25 entities to 20 entities (down by 20%). If also taking into account the reduction of the SBV municipal and provincial branches, the SBV has cut down 52 entities, equivalent to a decrease of 60%.
The Banking Supervision Agency has cut down 4 units, from 11 units to 7 units. Regarding the number of divisions in the SBV organizational structure, 123 divisions have been reduced, from the original 514 divisions to 391 divisions (down by 23.9%).
The number of SBV’s state officials has declined by 528 people, from 5,491 to 4,963 (down by 9.62%), of which the number of leaders and managers has decreased by 372 people (down by 22.7%).

At the Conference, the Director General of the Human Resource Department announced the Appointment Decisions of 05 Directors General, 15 Deputy Directors General; 8 Directors of the SBV regional branches; 7 Deputy Directors of the SBV regional branches. Moreover, the SBV Governor also honored the leaders who had decided to retire before the regulatory age, etc.

Concluding the Conference, Governor Nguyen Thi Hong emphasized that the SBV Management Board is committed to continuously identifying, recognizing, honoring and appropriately assigning dedicated and qualified officials. The spirit of the restructuring process must be linked with the improvement of the quality and the knowledge of the human resources in the banking sector in order to meet the requirements in the new era with many challenges facing the banking sector.
