On August 5, 2025, at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Nguyen Ngoc Canh had a working meeting with Mr. Shantanu Chakraborty, Country Director of the Asian Development Bank (ADB) for Vietnam. The meeting was also attended by leaders of a number of entities under the SBV and experts from the ADB Vietnam Resident Mission (VRM).
At the meeting, Deputy Governor Nguyen Ngoc Canh thanked Mr. Shantanu Chakraborty for his leadership of the ADB’s activities in Vietnam and acknowledged the positive contributions of Mr. Chakraborty and the VRM’s staff over the past time. In addition, the SBV Deputy Governor also expressed his beliefs that the ADB would continue to be a reliable partner, providing effective advice to the Government of Vietnam in developing inter-regional policies, especially in the key areas, including: energy, transport, climate change response, and water resource management, etc.
Mr. Shantanu Chakraborty expressed his gratitude to the SBV for supporting the ADB in implementing its cooperation programs in Vietnam. Mr. Chakraborty also congratulated Vietnam on its impressive economic achievements in the first half of 2025, especially the GDP growth rate of 7.52%, the highest growth rate for the same period over the past 20 years, while the inflation rate had been maintained at a low level of 3.27%. The ADB Country Director highly commended the SBV’s role in managing the monetary policy in a flexible and proactive manner in the context of many external challenges, such as the geopolitical tensions, the capital flow fluctuations, and the US tariff rates.
An overview of the meeting
The two sides also talked about possible solutions to promote the ADB's financing activities for the private sector in Vietnam. The SBV Deputy Governor spoke highly of the ADB's efforts in mobilizing capital for the private sector’s projects and has actively coordinated with the relevant Ministries and authorities to remove the existing legal obstacles and create favorable conditions for the investment activities.
The Deputy Governor also informed the guests about the coordination process with the relevant Ministries and agencies to simplify the administrative procedures and create favorable conditions for the private investment activities of the ADB and other international organizations in Vietnam. In addition, the ADB also proposed to coordinate with the SBV to promote the dialogues and investment promotion activities in the provinces with potential for the private economy’s development in the coming time.

The ADB Country Director for Vietnam shared about the positive progress of the on-going technical assistance projects, including the Project on Expanding Inclusive and Climate Finance; supporting the SBV in developing a supervisory Review and Evaluation Process (SREP) framework according to Basel II standards. Deputy Governor Nguyen Ngoc Canh expressed his high appreciation for the ADB's assistance and support through the above programs and projects.
The ADB Country Director also proposed to continue supporting and enhancing the cooperation with the SBV and the relevant stakeholders to expand the products and assistance for the private sector; promoting the development of the legal frameworks to support the trade and supply chain financing; and assisting the development of an anti-money laundering software for the SBV. SBV Deputy Governor Nguyen Ngoc Canh acknowledged the ADB's proposals and confirmed that the SBV would continue to closely coordinate with the ADB to consider and implement the relevant activities in the coming time.
