On the sidelines of the 2026 Asian Infrastructure Investment Bank (AIIB) Annual Meeting, held in Doha, Qatar, on September 28–29, 2026, the Vietnamese delegation, led by Mr. Nguyen Ngoc Canh, Deputy Governor of the State Bank of Vietnam (SBV), held a series of bilateral meetings with senior AIIB officials. The discussions focused on project preparation and implementation, mobilizing additional resources for development, and enhancing coordination within the Bank’s governance framework.
At the meeting with Ms. Kim-See Lim, Chief Investment Officer, Public Sector (Region 1) & Financial Institutions and Funds (Global) Clients, the two sides discussed orientations for expanding long-term and focused cooperation between Viet Nam and AIIB.
With regard to the public sector, the two sides emphasized the importance of developing a medium- and long-term cooperation program, focusing resources on a number of Viet Nam’s priority projects, particularly in urban railways, energy, power grids, and strategic infrastructure. They also underscored the need to strengthen coordination from the project preparation stage in order to shorten the time required to bring projects into implementation.
In addition, the two sides discussed ways to promote the AIIB’s cooperation with the private sector and enhance its role in mobilizing additional financing for green infrastructure, clean energy, digital infrastructure, logistics, and climate action. This would help expand cooperation with the AIIB beyond financing public-sector projects and contribute to mobilizing additional resources for Viet Nam’s development priorities.
Resource mobilization was further discussed at the meeting with Mr. Gustavo De Rosa, AIIB Chief Financial Officer. The two sides exchanged views on the AIIB’s financial position and funding strategy as the Bank enters its second decade of operations, as well as prospects for maintaining a strong capital base, robust liquidity, and high credit ratings as the Bank scales up its operations.

As part of the bilateral activities, Deputy Governor Nguyen Ngoc Canh met with Mr. Cosimo Thawley, AIIB Director for Constituency 7. The discussion focused on early consultation mechanisms, coordination among constituency members, and ensuring that the needs and priorities of member countries are reflected in a balanced manner.
Deputy Governor Nguyen Ngoc Canh requested the constituency to continue to fully reflect the needs and priorities of its members, particularly with regard to project preparation, disbursement, access to financing instruments, and mobilization of private capital.

In addition, the Head of the Vietnamese Delegation requested Mr. Cosimo Thawley to support the AIIB’s consideration of developing a Multi-Year Rolling Pipeline (MYRP) for Viet Nam, covering both sovereign-backed financing (SBF) and non-sovereign-backed financing (NSBF) operations.
The meetings demonstrated that Vietnam–AIIB cooperation is moving toward a more concrete and focused stage, covering the full range of activities from identifying priorities, preparing projects, and designing financing arrangements to mobilizing additional resources and strengthening coordination within the AIIB’s governance framework. These areas will continue to be further concretized as the two sides prepare and implement cooperation programs in the coming period.
