On October 14, 2024, at the headquarters of the State Bank of Vietnam (SBV), Governor Nguyen Thi Hong had a meeting with Mr. Liao Lin, Alternate Member of the 20th Central Committee of the Communist Party of China, Secretary of the Party Committee, Chairman of the Board of Directors of the Industrial and Commercial Bank of China (ICBC).

Governor Nguyen Thi Hong spoke highly of the ICBC and its commercial presence in Vietnam, noting that the bank has been operating stably, in compliance with the local laws, and has made significant contributions to the development of Vietnam-China economic and trade relations, as well as to the growth of Vietnam's banking system.
With the ICBC's strengths in capital and expertise in areas such as infrastructure and energy, Governor Nguyen Thi Hong encouraged the bank to continue fostering regular exchanges, expanding its cooperative relations with Vietnamese commercial banks, and providing resources to support the investment projects in the key sectors and areas in alignment with the policies and orientations of the Government of Vietnam. The SBV Governor also emphasized the need for the ICBC to play a more active role in enhancing the connectivity and expanding the bilateral trade and investment between Vietnam and China.

Sharing information about the outcomes of the talks between the Prime Minister of Vietnam and the Premier of the State Council of China, Governor Nguyen Thi Hong affirmed that the SBV always creates favorable conditions for all foreign banks, including the ICBC, to operate safely, efficiently, and equitably in the Vietnamese market, in accordance with the applicable laws on monetary and banking operations.
Regarding the potentials for the cross-border retail payment connections using QR codes, Governor Nguyen Thi Hong expressed her hope that Chinese banks would continue to collaborate with Vietnamese commercial banks and switching companies to study and assess the possibilities for cooperation in this area, with the goal of providing convenient and secure services, promoting tourism, and encouraging the exchanges between the people of the two countries.
