On May 26, 2025, in Hanoi, the State Bank of Vietnam (SBV) organized a press conference announcing the “Digital Transformation Event 2025” of the banking sector. Under the direction of the SBV leadership, the press conference was organized under the co-chair of Ms. Le Thi Thuy Sen, Editor-in-Chief of the Banking Times; Mr. Pham Anh Tuan, Director General of the SBV Payment Department; and Mr. Doan Thanh Hai, Deputy Director General of the SBV Information Technology Department.

Also attending the press conference, there were representatives of the SBV Office, leaders of several commercial banks, the National Payment Corporation of Vietnam (Napas), etc.
Speaking at the conference, Ms. Le Thi Thuy Sen, Editor-in-Chief of the Banking Times, emphasized that the banking sector has always held pioneer flag in the national digital transformation process. The Digital Transformation Event 2025 with the theme of “Smart digital ecosystem in the new era” has reflected the banking sector’s determination in implementing the digital transformation plan.
Following Ms. Le Thi Thuy Sen, Mr. Pham Anh Tuan shared more information on the achievements of the banking sector in the areas of digital transformation. Specifically, after 4 years of implementing Decision No.810/QD-NHNN, the banking sector’s digital transformation has made encouraging progress, including: the improvement of a legal framework to promote digital transformation in banking, and a strong emphasis on ensuring security and safety.
The Director General of the SBV Payment Department also emphasized that, in the coming time the SBV would focus on implementing the following specific solutions:
First, continuing to focus on and promote the implementation of the banking sector’s digital transformation plan, as well as other plans issued by the SBV to promote the banking digital transformation, and the objectives set out in Resolution N.57-NQ/TW and Resolution No. 71/NQ-CP.
Second, continuing to improve the legal framework, closely coordinating with the relevant ministries and agencies to accelerate the review, amendment and promulgation of legal documents to promote digital transformation and remove any difficulties in non-cash payments and digital transformation of the banking sector;
Third, closely coordinating with the Ministry of Public Security (MPS) to continue effectively implementing the tasks in Coordination Plan No. 01/KHPH-BCA-NHNN between the SBV and the MPS in implementing Scheme No. 06;
Fourth, continuing to upgrade and improve the infrastructure to ensure security and safety, focusing on building a shared database system for the banking sector to facilitate the data-based decision making process;
Fifth, strengthening the international cooperation to update new technology trends and learn from other countries' experience; focusing on developing high-quality human resources for digital transformation and innovation;
Sixth, continuing to enhance the inter-sectoral coordination: integrating, connecting, and sharing the banking sector’s information with other sectors to expand the digital ecosystem and develop digital banking and digital payment services;
Seventh, promoting the communication and financial education activities for the people and businesses.
