In the afternoon of November 24, 2022, Prime Minister Pham Minh Chinh chaired a virtual National Conference on Policy Communication themed “Awareness – Action – Resources”. The Conference was aimed to discuss and exchange the contents, methods and common awareness and actions, as well as feasible and specific measures to improve the effectiveness of policy communication in the coming time.

At the Conference, representatives from the various Ministries and agencies made presentations on the policy communication, focusing on the people-centered based approach; policy communication based on the functions and tasks of each agency; the roles, responsibilities and orientations of policy communication in the monetary and banking sector; experience in policy communication in several provinces; the assessment of available resources and solutions to implement policy communication, etc.
Information in the banking sector is associated with public confidence
Presenting the roles, responsibilities and orientations of policy communication in the monetary and banking sector, Governor Nguyen Thi Hong of the State Bank of Vietnam (SBV) emphasized that the characteristics of information in the banking sector and banking operations are highly specialized and unique, and the information is associated with the public confidence. In comparison with other sectors, the monetary and banking information is highly sensitive, with high speed of spreading and can cause big impacts.
The SBV Governor further shared that communication is considered as one of the key pillars of the SBV's operations and an effective information dissemination channel for the monetary policy and banking operations. The SBV's Board of Management is always aware of the key role of communication tasks in its management.

SBV has proactively implemented communication activities
In the formulation, promulgation and implementation of the relevant policies, the SBV has always treated communication as one of the critical tasks. Communication is integrated in all stages, from policy formulation to implementation, and to policy feedback.
In the organization of communication activities, the SBV has always aimed at the goal that the policies are disseminated to all social classes, thereby improving the people’s confidence in the Party's and the Government’s policies and guidance, as well as the SBV’s management. In addition, the SBV has also focused on communicating the policies which are directly related to the use of banking services to protect consumers when using financial services.
The SBV's communication contents have always focused on new policies, the policies that directly affect users of banking services such as the policies on the exchange rate, credit, interest rates, savings, borrowings, payment, etc.
In the process of implementing communication activities, depending on the contents and the target audiences, the SBV would choose appropriate methods in terms of contents and formats.
In particular, the SBV has coordinated with several media agencies to implement policy communication programs, such as its cooperation with Vietnam Television (VTV) or schools to implement a series of effective financial education programs, i.e. "Wise money", “Holding the purse-strings”, etc., which have received high compliments for their creativity and have attracted a lot of viewers.
Speaking at the Conference, Mr. Le Ngoc Quang, Member of the Central Executive Committee of the Communist Party of Vietnam, General Director of the VTV, said that policy communication is really effective only when there are resources from the Ministries and agencies through the mechanism of putting orders and assigning tasks to the press agencies. He shared that, recently, a number of Ministries, agencies and local authorities have paid much attention to this, especially the SBV. He added that the SBV has proactively and regularly provided information on the monetary policy management and banking operations to the public. In particular, the SBV was the first Government agency to create, innovate and take responsibility for the contents, and coordinate effectively with the VTV when implementing the policy communication programs, which have received high compliments by the public.
