On March 23 - 24, 2023, in Hanoi, within the framework of the capacity development cooperation with the International Monetary Fund (IMF), the State Bank of Vietnam (SBV), together with the IMF’s Capacity Development Office in Thailand (CDOT) and a number of the IMF’s Departments, organized a training course on the Central Bank Digital Currency (CBDC).
This training course was designed for officers of the SBV and the relevant agencies of Vietnam on the issues related to CBDC.
In his opening statement, SBV Deputy Governor Pham Tien Dzung expressed high evaluation for the capacity development activities provided by the IMF to Vietnam in general and to the SBV in particular over the past years. He expressed his wishes and beliefs that, with a hot topic for the banking sector like CBDC, the training course would receive a lot of attention, as well as the enthusiastic and active participation from all participants from both inside and outside the SBV.
In the coming time, the SBV is committed to continuing the cooperation with the IMF to explore and exploit the best use of the opportunities and benefits from the capacity development programs and projects provided and facilitated by the IMF. The SBV Deputy Governor also thanked the IMF’s experts for their time to prepare for the course, provide their expertise and share their experience through this training course.

According to the training course’s agenda, the IMF’s experts would share about the development situation of CBDCs around the world; the classification of CBDCs and the policy objectives; the CBDC models; the risks and management means to minimize the risks and enhance the value of CBDCs; the legal aspects and the policy implications on the monetary and financial stability; and the CBDC design considerations.
The participants from Vietnam also exchanged their views as representatives of a central bank, a commercial bank, a state management agency, with the IMF’s experts about the areas of their interest, and their researches on CBDCs.
At the end of the training course, Mr. Francois Painchaud, the IMF Regional Resident Representative for Vietnam and Lao P.D.R., expressed his wishes and beliefs that, after the training course, the participants would be able to apply the obtained knowledge and experience into their work.
