Hanoi, September 30, 2025. The Governor of the State Bank of Vietnam (SBV) has issued Circular No. 30/2025/TT-NHNN amending and supplementing a number of Articles of Circular No. 15/2024/TT-NHNN regulating the provision of non-cash payment services.
The new Circular comprises 12 Articles, with notable amendments and supplementations as follows:
- (i) Identification Documents (Article 1): Adding the provision “or other identity documents issued by a competent foreign authority” applicable to foreigners residing in Vietnam; requiring that identification documents remain valid throughout the use of payment services; and removing the phrase “valid identity card”.
- (ii) Cash Deposits and Withdrawals via the National Interbank Electronic Payment System (Article 3): Amending and clarifying the process for the SBV regional branches when initiating transfer orders through the National Interbank Electronic Payment System to the System’s members being the head offices of the credit institutions; and eliminating the use of paper-based documentation at the SBV Operations Center.
- (iii) Amendments to Article 14 of Circular No. 15/2024/TT-NHNN (Article 5): Clarifying the required information on the payment order forms; specifying the presentation of identification documents for individuals and organizations; and defining the minimum content required of contracts/agreements on collection and payment services provided by public postal service enterprises.
- (iv) Adding Clauses 2a and 2b after Clause 2 of Article 19 of Circular No. 15/2024/TT-NHNN (Clause 4, Article 7): introducing regulations on the service interruptions in online payment and online intermediary payment services by payment service providers and intermediary payment service providers; and introducing Appendix 05 – Report template for incidents related to the service interruptions for online payment and online intermediary payment services.
- (v) Adding Clause 3a after Clause 3, Article 19 of Circular No. 15/2024/TT-NHNN (Clause 5, Article 7): requiring payment service providers to verify the legality and validity of payment orders; ensuring accurate reflection of payment account numbers and account holder names as per account agreements; and mandating full information display on the payment documents.
- (vi) Adding Clause 3b after Clause 3a, Article 19 of Circular No. 15/2024/TT-NHNN (Clause 6, Article 7): requiring the payer’s service provider to furnish the payee’s service provider, upon request, with minimum transaction-related information when executing payment or fund transfer services via or without a payment account.
- (vii) Amending Clause 8, Article 19 of Circular No. 15/2024/TT-NHNN (Clause 7, Article 7): requiring that payment service providers implement verification solutions that align with customer identification data authenticated by the Ministry of Public Security, or through the national electronic identification and authentication system in processing payment transaction orders.
- (viii) Other amendments and supplementations: reinforcing the payment service providers’ responsibility to strictly comply with the internal procedures; revising the contract templates with intermediary payment acceptance organizations; updating the names of the relevant SBV entities; replacing Appendices 01, 02, and 04, and adding Appendix 05; and refining certain provisions to enhance clarity, consistency, and practical enforcement.
The new Circular takes effect on November 18, 2025. The provision under Clause 5, Article 7 (related to verification and validation of payment information) will take effect on April 1, 2026, allowing payment service providers adequate time to adjust their systems.
