On November 3, 2021, in Hanoi, the Ministry of Justice (MoJ) organized a seminar on 'Solution to enhance the communication effectiveness and experiences in the Ministries and central agencies', with the view to assessing the situation and sharing experience in this area, thereby coming up with feasible solutions to improve the effectiveness of the communication activities.
An overview of the Seminar
Attending the seminar, there were representatives from the Office of the National Assembly, the State Bank of Vietnam (SBV), the Ministry of Justice, the Ministry of Health, the Ministry of Natural Resources and Environment, etc., as well as correspondents from several media agencies.
In his opening speech, Mr. Nguyen Quoc Hoan, Chief of Office of the Ministry of Justice, shared that over the past time, the communication activities have played an important role in promptly providing information for the people and businesses, contributing to the socio-economic development. The communication activities at the state management agencies have helped to improve the public confidence as well as allowed the people to access official and timely information, thus minimizing the risks of fake news. He also made high evaluation for the contribution from the SBV representative, who emphasized the “four easy-s” solution (Easy to learn - Easy to remember - Easy to apply - Easy to disseminate) in order to help the people understand and apply to their daily life effectively.
Sharing about the situation of communication activities at the SBV, Ms. Le Thi Thuy Sen, Director General of the Communication Department of the SBV, said that the banking sector is a specialized area with its own unique characteristics, and is closely linked with the public confidence. Monetary and banking information is sensitive and can directly affect the people, businesses and all aspects of the socio-economic life. Therefore, the SBV has taken a lot of measures to improve the policy communication activities in order to achieve the goal of improving public confidence, supporting the improvement of the efficiency of the monetary policy management through financial education communication and activities to disseminate laws and legal regulations.

Additionally, Ms. Sen also shared about "four difficulties" in disseminating knowledge and information related to the banking operations to the public, namely “Difficulty in learning - Difficulty in remembering - Difficulty in applying - Difficulty in disseminating”. Therefore, in the process of implementing communication activities, depending on the contents and the target audience, the SBV would choose an appropriate method of implementation in terms of substances and formats. In order to convey and disseminate among young people about non-cash payment, the SBV has cooperated with a lot of high schools and universities to organize contests on learning about banking and financial knowledge, such as the contest of "Correct understanding about money" organized by the SBV in coordination with Hanoi - Amsterdam High School and the Banking Academy; or when it is necessary to disseminate knowledge to encourage people to use banking services, the SBV had cooperated with the VTV to organize the programs of "Wise money", “Holding the purse-strings”, etc.
At the Seminar, representatives from the Ministry of Justice and the Ministry of Health also shared their experience in implementing communication activities. The Seminar was an opportunity for the Ministries, central agencies, policymakers, media agencies, etc. to learn, share and draw lessons on policy communication.
