On March 2, 2026, at the headquarters of the State Bank of Viet Nam (SBV), Deputy Governor Nguyen Ngoc Canh had a meeting with a mission from the Asian Development Bank (ADB), led by Mr. Nianshan Zhang, Director General of the Southeast Asia Department.

At the meeting, Deputy Governor Nguyen Ngoc Canh welcomed the ADB’s early preparation for the development of the Country Partnership Strategy (CPS) for 2027–2031 period and appreciated its alignment with Viet Nam’s Socio-Economic Development Plan for the 2026–2030 period. He suggested that, during the formulation of the CPS, the ADB continue to take into account and update the major orientations and policy directions set by the Party and the Government in relevant Resolutions, Conclusions, and national development strategies, thereby ensuring coherence with Viet Nam’s development priorities for each stage.
The SBV Deputy Governor emphasized that the SBV stands ready to closely coordinate with the ADB in the preparation for the Strategy, particularly in sharing information, identifying priority areas, and proposing practical cooperation initiatives.
As the Government’s representative in relations with the ADB, the SBV highly appreciated the ADB’s close partnership with Viet Nam, especially in the context of the Government’s ongoing efforts to accelerate institutional reforms and enhance the efficiency of public sector governance, including the management of ODA and concessional loans.
For his part, Mr. Nianshan Zhang expressed the ADB’s desire to closely coordinate with the SBV in the formulation of the CPS for the 2027–2031 period and further strengthen the effective partnership between the two sides. He also acknowledged the Government’s recognition of ODA and concessional loans as key development resources and reaffirmed the ADB’s commitment to supporting Viet Nam in achieving its development objectives, including becoming an upper-middle-income country by 2030 and a high-income country by 2045.

According to Mr. Zhang, the ADB can support Viet Nam in priority areas such as green growth, key transport infrastructure, digital transformation, private sector development, and public-private partnerships (PPP) through various modalities, including project loans, policy-based financing, and consultancy services.

An overview of the meeting
In addition to the above issues, the two sides discussed several specific matters and agreed to maintain regular exchanges to further enhance the effectiveness of cooperation in the coming time.
