On September 24, 2026, at the headquarters of the State Bank of Vietnam, Deputy Governor Nguyen Ngoc Canh had a meeting with Ms. Mariam J. Sherman, World Bank (WB) Division Director for Viet Nam, Cambodia, and Lao PDR.

The meeting was also attended by representatives from relevant SBV units. The WB’s delegation included Mr. Christopher Sheldon, Operations Manager for Viet Nam, Cambodia, and Lao PDR.
At the meeting, Deputy Governor Nguyen Ngoc Canh welcomed Ms. Mariam J. Sherman on her return visit to and working session with the SBV and highly valued the WB’s contributions to Viet Nam’s socio-economic development over the past years. The Deputy Governor noted that, under Ms. Sherman’s leadership, the WB’s activities in Viet Nam had made positive progress. The WB’s policy advisory, financial support, technical assistance, and capacity-building activities had made practical contributions to Viet Nam’s development efforts.

Discussing the future directions for cooperation between Viet Nam and the WB, Deputy Governor Nguyen Ngoc Canh requested the WB to continue working closely with relevant Vietnamese agencies to accelerate the preparation, negotiation, and implementation of sovereign loan projects.
Regarding technical assistance projects for the SBV, the Deputy Governor requested the WB to continue providing support and facilitating their effective implementation, ensuring that these projects address practical needs and contribute to the SBV’s key priorities and tasks.
Regarding the Viet Nam–World Bank Country Partnership Framework (CPF) for the 2027-2032 period, Deputy Governor Nguyen Ngoc Canh noted that the draft CPF was closely aligned with Viet Nam’s development priorities.
On this basis, to ensure the effective implementation of the Viet Nam–WB CPF for the 2027-2032 period, the Deputy Governor requested the WB to adopt a coordinated approach that leverages the respective roles and strengths of the three institutions of the World Bank Group. Accordingly, the International Bank for Reconstruction and Development (IBRD) would focus on providing long-term financing for large-scale public infrastructure projects; the International Finance Corporation (IFC) would support and mobilize financing for the private sector; and the Multilateral Investment Guarantee Agency (MIGA) would leverage its guarantee and risk-sharing instruments to facilitate cross-border investment.
Effective coordination among these institutions would help Viet Nam mobilize and make more effective use of resources for development, while enhancing the country’s resilience to unforeseen fluctuations and risks in the global economy.

Speaking at the meeting, Ms. Mariam J. Sherman reaffirmed the WB’s commitment to continuing its efforts to mobilize concessional financing in support of Viet Nam. She also emphasized that the WB would continue to provide technical assistance and policy advisory support to optimize the overall financing package for Viet Nam, thereby contributing to further deepening the strong cooperative relationship between the two sides in the period ahead.
Regarding future cooperation, the Division Director for Viet Nam, Cambodia, and Lao PDR said that the WB was currently exploring solutions to meet Viet Nam’s growing financing needs, with a particular focus on mobilizing private-sector capital. The two sides agreed to continue their discussions and maintain close coordination in implementing cooperation programs and projects in line with Viet Nam’s development priorities.

An overview of the meeting
At the conclusion of the meeting, Deputy Governor Nguyen Ngoc Canh expressed his confidence that the cooperative relationship between Viet Nam and the WB would continue to be strengthened and further developed, thereby contributing to the effective mobilization of resources in support of Viet Nam’s socio-economic development objectives.
The Deputy Governor also affirmed that the SBV would continue to work closely with the WB in this regard. He noted that the 2026 IMF–World Bank Annual Meetings, to be held in Thailand in October 2026, would provide an opportunity for the two sides to further exchange views on directions for cooperation in the coming period.
