On 3 June 2026, the Government issued Decree No. 198/2026/ND-CP amending and supplementing Article 3 of Decree No. 26/2025/ND-CP dated February 24, 2025 stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam (SBV).
Accordingly, the organizational structure of the SBV comprises 20 entities, namely: Monetary Policy Department; Payment Department; Credit Department; Forecasting and Statistics Department; International Cooperation Department; Department of Legal Affairs; Finance and Accounting Department; Personnel and Organization Department; SBV Office; SBV Inspectorate; Central Banking Department; Information Technology Department; Issue and Vault Department; Foreign Exchange Management Department; Anti-Money Laundering Department; Credit Institutions Supervision Department; Department of Banking System Safety; SBV Regional Branches (Regional SBV);the National Credit Information Centre of Vietnam (CIC); and the Banking Times.
The Decree stipulates that the entities specified in Clauses 1 to 18 of Article 3 are administrative organizations that assist the Governor in performing the SBV’s state management and central banking functions. The entities specified Clauses 19 and 20 are public non-business units serving the SBV’s state management functions.
Under Decree No. 198/2026/ND-CP, the Central Banking Department and the SBV Regional Branches are administrative organizations equivalent to departments under the SBV. The Decree also specifies the number of divisions within certain SBV departments. Specifically, the Forecasting and Statistics Department has six divisions; the Monetary Policy Department has five divisions; the Credit Department, the Personnel and Organization Department, and the Finance and Accounting Department each have fourdivisions; the Payment Department and the International Cooperation Department each have three divisions; and the Department of Legal Affairs has two divisions.
The SBV Governor shall submit to the Prime Minister for promulgation the list of other public non-business units under the SBV. The Governor shall also issue decisions stipulating the functions, tasks, powers, and organizational structures of organizations under the SBV in accordance with the law.
Decree No. 198/2026/ND-CP shall take effect on July 1, 2026.
