On August 7, 2025, in Hanoi, Governor Nguyen Thi Hong of the State Bank of Vietnam (SBV) had a working meeting with Mr. Hironori Kamezawa, Chief Executive Officer (CEO) of Mitsubishi UFJ Financial Group (MUFG).
At the meeting, Governor Nguyen Thi Hong welcomed Mr. Hironori Kamezawa and the mission of MUFG, together with leaders of VietinBank to visit and work at the SBV.
Discussing about the cooperation between MUFG and VietinBank, Mr. Hironori Kamezawa shared that ever since MUFG became a strategic partner to VietinBank, thanks to the support of the Prime Minister and the relevant Ministries and agencies, the cooperative relationship between the two sides has been continuously growing, contributing to improving the management capacity and ensuring a stable growth of the banks. Through contributing to the development of VietinBank, MUFG wished to contribute to the development of Vietnamese banking sector in particular and the economic ties between Vietnam and Japan in general.
Acting as Chair of the Banking Working Group for the 2023-2024 term, MUFG had also participated actively in the policy dialogues for the development of the legal frameworks, especially in the area of sustainable finance. Notably, MUFG has been supporting Vietnam in the country’s considerations of the International Finance Center (IFC) models, sharing the experience from the practical operation at GIFT City (India), and has been coordinating with the National Assembly, the SBV, the Ministry of Finance, and the People's Committee of Ho Chi Minh City in the process of developing orientations for the IFCs in Vietnam.

In addition, MUFG has been promoting the cooperation with the relevant agencies in the areas of ESG, actively supporting start-ups and innovations in the agrifood sector. In the area of green transformation in the finance and banking sector, the Group has coordinated with the SBV to organize a thematic discussion on green finance and carbon credit mechanisms.
Governor Nguyen Thi Hong spoke highly of MUFG’s role through its cooperation with VietinBank, contributing to the general development of the banking system, and the partnership between Vietnam and Japan.
An overview of the meeting
Governor Nguyen Thi Hong also expressed her compliments and high evaluation for MUFG’s Chairmanship of the Banking Working Group for the 2023-2024 term. Acting as Chair of the Banking Working Group, MUFG had effectively played its role as a bridge between the foreign credit institutions and the Vietnamese regulatory authorities, including the SBV, in providing policy advice and drafting transparent legal documents in line with the international practices.

Regarding MUFG's proposed cooperation activities, the Governor affirmed that digital transformation, green transformation, ESG, inclusive finance,… are totally aligned with the key priorities in the development plans of Vietnam. The Governor expected that in the coming time, the partnership between MUFG with VietinBank, the banking system and the Ministries and agencies in Vietnam would continue to be promoted, thereby making important contributions to the Vietnam-Japan partnership. The SBV would request its entities to further promote the cooperation with MUFG.
