On June 2, 2022, in Hanoi, Deputy Governor Pham Thanh Ha of the State Bank of Vietnam (SBV) had a meeting with Ms. Michele Wee, Chief Executive Officer (CEO) of the Standard Chartered Bank Vietnam Ltd., acting on her newly appointed position as Chairwoman of the Banking Working Group (BWG) for the 2022-2023 term.
An overview of the meeting
At the meeting, Deputy Governor Pham Thanh Ha congratulated Ms. Michele Wee on her new appointment as Chairwoman of the BWG, and wished that Ms. Wee and the BWG would continue to cooperate closely and more effectively with the SBV, in order to support the SBV in studying and developing appropriate policies, reviewing the legal frameworks, and implementing the key tasks and priorities of the banking sector in 2022 as well as the following years.
The SBV Deputy Governor also expressed high appreciation for the BWG’s effective contributions which have assisted the SBV in addressing many technical issues. The SBV had also received positive feedbacks from other Working Groups, expressing high evaluation for the effective and close coordination between the SBV and the BWG for the implementation of the recommendations made at the Viet Nam Business Forum (VBF) 2021.

Deputy Governor Pham Thanh Ha requested the BWG to continue to closely coordinate with the SBV to address the remaining issues from 2021, as well as any newly arising issues in 2022; implement the 2022 Plan as agreed between the SBV and the BWG; consider and take lead in implementing a number of tasks as stated in the Development Strategy of Vietnam Banking Sector to 2025, with Orientations to 2030, and the Action Plan of the Banking Sector for the 2021-2025 Period. Accordingly, the SBV would focus on the following priority activities: (i) reviewing and revising the existing regulations to ensure consistency with the market development; (ii) the Banking Sector’s Action Plan to implement the National Green Growth Strategy for the 2021-2030 period, Vision to 2050, and to support the banks to attract more resources for the realization of the green and sustainable growth targets; (iii) promoting digital transformation in the banking sector; (iv) enhancing the role of the SBV in managing and supervising the credit institutions participating in the capital market, contributing to developing the capital market in a sustainable and prudent manner.

For her part, Ms. Michele Wee, Chairwoman of the BWG, expressed her sincere thanks to the SBV for the close cooperation in the organization of several policy dialogues between the SBV and the BWG within the framework of the VBF. She also expressed her impression with the effective cooperation mechanism between the two sides. The BWG’s Chairwoman believed that the BWG would continue to receive the close cooperation from Deputy Governor Pham Thanh Ha and the SBV, and hoped for further successful results in the coming time.

Toward the end of the meeting, Deputy Governor Pham Thanh Ha also made high evaluation for a successful 2020-2021 BWG’s chairmanship term of Mr. Tim Evans, CEO of the HSBC Vietnam. The SBV Deputy Governor wished that the cooperative relationship between the SBV and the BWG would develop more strongly, and the BWG would further support Vietnam in attracting the needed resources in order to support the SBV in particular and the Government of Vietnam in general in the realization of the green and sustainable growth targets, as well as to coordinate with the SBV in the implementation of the priority tasks of the banking sector in the coming time.
