As Chair of the South East Asian Central Banks (SEACEN) Research and Training Centre in 2022, on September 16, 2022, Governor Nguyen Thi Hong and Deputy Governor Pham Thanh Ha of the State Bank of Vietnam (SBV) co-chaired the 21st SEACEN EXCO Meeting held in Da Nang city, with the participation of the Deputy Governors and leaders of 19 SEACEN member central banks and monetary authorities.

In her opening speech, Governor Nguyen Thi Hong shared that central banks have been facing many challenges, especially in relation to the inflation control, in a time when the world economy has suffered from adverse shocks, such as high inflation rates, the tightening of financial conditions worldwide, the geo-political tensions, and the complicated developments of the COVID-19 pandemic in several countries.

In that context, the SBV Governor highly appreciated SEACEN’s recommendations and initiatives about multiple research and capacity development activities in 2023, with topics attracting a lot of attention, such as the inflation control, the capital flow management, the external affairs, etc. As Chair of SEACEN in 2022, the SBV Governor proactively suggested several initiatives to be discussed with the leaders of the central banks in the region, aiming at establishing practical measures to ensure the stability of the finance and banking sector. At the Meeting, the SBV Governor together with the SEACEN Director made recommendations for the general operational orientations for SEACEN in the coming time, such as the enhancement of research and training programs, the knowledge sharing in line with the practical demands and situations of the members, the regular promotion of professional cooperation with the experts and prestigious international institutions. These efforts would help build and develop SEACEN to become a prestigious research and training center in the region.
An overview of the SEACEN EXCO 2022 Meeting
After the opening ceremony, Deputy Governor Pham Thanh Ha chaired the SEACEN EXCO Meeting to review and assess the operations in 2022, and to discuss matters regarding SEACEN’s strategy and operations in 2023. It is expected that the contents agreed at the Meeting would be reported to the SEACEN Governors for approval by the end of 2022 at the SEACEN Board of Governors (BOG) Meeting. Under the chairmanship of the SBV Deputy Governor, the Meeting was concluded successfully. The Deputy Governors of the SEACEN member central banks all expressed their thanks for the hospitality of the hosts, and made high evaluation for the SBV’s active contributions in the role of Chair of SEACEN in 2022.
