On October 16, 2024, at the headquarters of the State Bank of Vietnam (SBV), Governor Nguyen Thi Hong had a meeting with Mr. Orlando Nicolas Hernandez Guilen, Ambassador Extraordinary and Plenipotentiary of the Republic of Cuba to Vietnam.
At the meeting, Governor Nguyen Thi Hong congratulated Ambassador Guilen on having completed successfully his term, and expressed her high acknowledgement for his contributions to the enhancement of the cooperative relationship between Cuba and Vietnam in the banking sector, based on the good and traditional friendship between the two countries.
The SBV Governor also spoke highly of the bilateral cooperation between Vietnam and Cuba in the banking sector over the past decades, reflected specially through the signing of the Memorandum of Understanding on bilateral cooperation between the SBV and the Central Bank of Cuba (Banco Central de Cuba - BCC) within the framework of the state visit to the Republic of Cuba by Party General Secretary and State President To Lam in September 2024. This MoU has created a formal framework for the two sides to develop and implement cooperation activities, focusing on experience sharing and capacity improvement.

Exchanging their views about the promotion of the cooperation between Vietnam and Cuba in the areas of banking operations, the Cuban Ambassador expressed his thanks to and acknowledged Vietnam for having always accompanied and supported Cuba in the difficult times. Ambassador Guilen also affirmed that the BCC is committed to strictly and effectively implementing the substances mentioned in the signed MoU between the two central banks, and expressed his hope that the cooperation between the two countries, especially between the two central banks, will be further strengthened, thereby creating favorable conditions for the economic development, the promotion of bilateral investment and the two-way trade, as well as the improvement of the people’s living conditions.
Toward the end of the meeting, Governor Nguyen Thi Hong wished the Cuban Ambassador the best of health and successes. The SBV Governor also expressed her beliefs that the Ambassador’s successor would continue to leverage the achievements that Ambassador Guilen and the Cuban Embassy had obtained over the past time in order to contribute greatly to tightening the strategic partnership between Vietnam and Cuba in the coming time.
