On May 15, 2025, at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Pham Tien Dzung had a meeting with Mr. Stephen Karpin, Visa’s Regional President for Asia Pacific. The two sides talked about opportunities for Visa to cooperate with and support the SBV in promoting financial inclusion and non-cash payments.

Speaking at the meeting, Deputy Governor Pham Tien Dzung shared that, with its long history of operation, Visa has contributed greatly to the payment activities and business support in Vietnam, and also contributed to the implementation of the Government’s National Strategy for Financial Inclusion. Besides, the Deputy Governor also congratulated Visa on its achievements over the past time.
On behalf of the SBV's Board of Management, Deputy Governor Pham Tien Dzung thanked Visa for having cooperated with and provided the SBV with a lot of useful information on important banking operations, including: System development, anti-money laundering, etc., and most recently the application of AI in payment activities. In general, the cooperation between the two sides over the past times has brought about practical results in the banking operations in particular and other activities of the Vietnamese economy in general.

Deputy Governor Pham Tien Dzung continued to share about the achievements of the banking sector in general and the payment ecosystem in Vietnam, as well as the sector’s development orientations in the coming time. The SBV Deputy Governor proposed that Visa continue to exchange with, share and support Vietnam’s banking sector in the areas of policies, implementation measures and plans to prevent risks from the modern banking operations.
Mr. Stephen Karpin expressed his pleasure at the development of Vietnam’s banking sector, especially in the areas of financial inclusion and the coverage of financial services in Vietnam. He affirmed that "Thanks to the appropriate management of the SBV, Vietnam is one of the countries with the banking system achieving spectacular progress and the payment ecosystem developing most healthily”.

Mr. Karpin also thanked the SBV for enabling Visa to provide its services to the people and businesses in Vietnam, as well as to contribute to the development and innovation, ensuring the security and safety in the payment activities in Vietnam. Visa would continue to fulfill its commitments to supporting and developing a sustainable payment ecosystem in Vietnam, contributing to the transition of the economy in general. In addition, the Regional President of Visa also expressed his desire to further cooperate with the SBV to promote financial inclusion in Vietnam.
