SBV Regional Branch No.4
Implementing Resolution No. 18-NQ/TW dated October 25, 2017, the SBV has re-arranged and restructured its local branches’ system to be more streamlined, effective and efficient, reducing from the original 63 municipal and provincial branches to 15 regional branches. All of the 15 SBV regional branches started their operation on March 1, 2025
Accordingly, the SBV has issued 14 Decisions amending and supplementing the Decisions on the establishment of the regional branches, regulating the functions, tasks, powers and organizational structures of 14 SBV Regional Branches (except for SBV Regional Branch No. 1). The SBV Regional Branches will officially come into operation on July 1, 2025, in sync with the new local government system.
The SBV regional branches (except for the SBV Regional Branch No. 1 and the SBV Regional Branch No. 2) were established on the basis of merging the previous SBV municipal and provincial branches. Each SBV regional branch performs the State management functions of the monetary, the banking and the foreign exchange operations within their respective areas of responsibility (AORs), covering three to six former provinces or cities.
The structure of all 15 SBV Regional branches is as follows:
1: SBV Regional Branch No. 1: AOR covers Hanoi city
2: SBV Regional Branch No. 2: AOR covers the new Ho Chi Minh city (formerly Ho Chi Minh city, Ba Ria–Vung Tau province, and Binh Duong province) and the new Dong Nai province (formerly Dong Nai and Binh Phuoc provinces). Its head office is located in Ho Chi Minh city.
3. SBV Regional Branch No. 3: AOR covers Son La, Dien Bien and Lai Chau provinces. Its head office is located in Son La province
4. SBV Regional Branch No. 4: AOR covers the new Phu Tho province (formerly Phu Tho, Hoa Binh and Vinh Phuc provinces), the new Tuyen Quang province (formerly Tuyen Quang and Ha Giang provinces), and the new Lao Cai province (formerly Lao Cai and Yen Bai provinces). Its head office is located in Phu Tho province.
5. SBV Regional Branch No. 5: AOR covers the new Thai Nguyen province (formerly Thai Nguyen and Bac Kan provinces), Cao Bang province, and Lang Son province. Its head office is located in Thai Nguyen province.
6. SBV Regional Branch No.6: AOR covers the new Hai Phong city (formerly Hai Phong city and Hai Duong province), and Quang Ninh province. Its head office is located in Hai Phong City.
7. SBV Regional Branch No. 7: AOR covers the new Ninh Binh province (formerly Ninh Binh, Nam Dinh, and Ha Nam provinces), and Thanh Hoa province. Its head office is located in Thanh Hoa province.
8. SBV Regional Branch No. 8: AOR covers Ha Tinh and Nghe An provinces, and the new Quang Tri province (formerly Quang Tri and Quang Binh provinces). Its head office is located in Ha Tinh province.
9. SBV Regional Branch No. 9: AOR covers the new Da Nang city (formerly Da Nang city and Quang Nam province), the new Quang Ngai province (formerly Quang Ngai and Kon Tum provinces), and Hue city. Its head office is located in Da Nang city.
10. SBV Regional Branch No. 10: AOR covers the new Khanh Hoa province (formerly Khanh Hoa and Ninh Thuan provinces), and the new Lam Dong province (formerly Lam Dong, Binh Thuan, and Dak Nong provinces). Its head office is located in Khanh Hoa province.
11. SBV Regional Branch No. 11: AOR covers the new Dak Lak province (formerly Dak Lak and Phu Yen provinces) and the new Gia Lai province (formerly Gia Lai and Binh Dinh provinces). Its head office is located in Dak Lak province.
12. SBV Regional Branch No. 12: AOR covers the new Hung Yen province (formerly Hung Yen and Thai Binh provinces), and the new Bac Ninh province (formerly Bac Ninh and Bac Giang provinces). Its head office is located in Hung Yen province
13. SBV Regional Branch No. 13: AOR covers the new Dong Thap province (formerly Dong Thap and Tien Giang provinces), and the new Tay Ninh province (formerly Tay Ninh and Long An provinces). Its head office is located in Dong Thap province.
14. SBV Regional Branch No. 14: AOR covers the new Can Tho City (formerly Can Tho city, Hau Giang, and Soc Trang provinces), and the new Vinh Long province (formerly Vinh Long, Ben Tre, and Tra Vinh provinces). Its head office is located in Can Tho city.
15. SBV Regional Branch No. 15: AOR covers the new An Giang province (formerly An Giang and Kien Giang provinces), and the new Ca Mau province (formerly Ca Mau and Bac Lieu provinces). Its head office is located in An Giang province.
This re-organization ensures the appropriateness in terms of geographical distribution and transport arrangements, creating favorable conditions for the management and supervisory activities at the local level, while avoiding any increases in the numbers of divisions under the SBV regional branches as compared with the current structure.
