The State Bank of Vietnam (SBV) promulgated Decision No.282/QĐ-NHNN on March 9th, 2016 on issuing Administrative reform Plan in the Period of 2016- 2020.
Arcordingly, the Plan aims to continue pushing ahead administrative reform in the entire SBV system, ensuring fulfillment of the targets and missions of the second stage (2016 – 2020) of the comprehensive state administrative reform program under Resolution No.30c/NQ-CP issued by the Government; To accelerate state effective management of the SBV and develop a stable, sustainable banking system, in order to meet the requirements of socio-economic development.
The specific targets of the Plan include: To keep the effective reforming of the system of legal documents on monetary, banking operations under the orientation of master administrative reform with focus on reforming and promoting quality of law making, meeting the requirements of state management; To continue administrative reform toward a transparent administration, creating favourable condition for organizations, citizens in accessing administrative services of the SBV; To achieve the score of 80 for customer satisfaction rating in 2020; To concentrate on reform and modernize products and services of credit institutions; To continue to complete the SBV entities’ functions and missions toward an efficient and simplified organization system; To build up an organizational structure with responsible, qualified and talented staffs;
To fulfill E-Government to meet sufficiently the requirements on administrative modernization and public service quality improvement; To boost communication and promote the role of internal media to attracting interest of entire society in general and banking staff in particular on administrative reform.
The specific tasks of the SBV administrative reform are: (i) institutional reform; (ii) administrative procedure reform to enhance banking product and service quality (include administrative reform under the SBV’s jurisdiction and tasks, and guides on innovating operation procedures of Commercial Banking; (iii) organizational reform; (iv) staffing mechanism reform; (v) public finance management reform; (vi) Administrative modernization; (vii) promoting communication and leadership reform in admistrative reform.
Additionally, Governor require Head of SBV entities proactively conduct the Plan under their jurisdiction and responsibilities, ensuring deadline of their specific assigned tasks.
The Decision No.282/QĐ-NHNN takes effect from the date of signing.
