Deputy Governor Nguyen Kim Anh of the State Bank of Vietnam (SBV) had a work-meeting with specialists of Japan International Cooperation Agency (JICA) and representatives of “Vietnam Bank Restructuring Support Project” assisted by the JICA to discuss and review policy proposals on banking sector restructuring presented by JICA specialists.
The work-meeting was attended by Mr. Takahashi, JICA Deputy Chief Representative in Vietnam; Mr. Sakikabara, Chief Adviser of Vietnam Bank Restructuring Support Project, and specialists from JICA office in Vietnam and “Vietnam Bank Restructuring Support Project”.

On the basis of working results with the SBV and Ministry of Finance on the framework of 2 projects: “Vietnam Bank Restructuring Support Project” and “Strengthening financial management capacity” supported by JICA, the SBV deputy Governor highly appreciated several activities conducted by the JICA, such as research, assessment, and policy proposal for banking sector and stated-owned enterprise restructuring of Vietnam.
The proposals were established on the basis of referring the experience in the progress of planning and implementing the relevant policies of Japan during 20 years with updated international trends and practices such as experience of Japan in the progress of solving NPLs and weak banks, especially the different regimes and methods applied by the Government of Japan and relevant agencies to handle efficiently the arising problems in banking sector from 2002 up to now, including the solutions on finance and management; the role and involvement of the Government, authorities and the banks themselves in NPLs solving and recovering weak banks; as well as the legal framework and relevant laws that Japan has issued and implemented in this field.

SBV Deputy Governor Nguyen Kim Anh expressed his gratitude for the wholehearted assessments and proposals of JICA, concurrently, he underlined that, the Vietnamese Governmental agencies as well as the SBV continue to research and apply JICA’s experience and proposal. The SBV considers JICA proposal as the valuable reference for relevant agencies of Vietnam in the progress of planning and implementing the solutions of economic reform. It is more special when SBV is accelerating the scheme of banking restructure for the period of 2016 – 2020.
