The State Bank of Vietnam issued Decision No.2940/NHNN-TT dated April 26, 2017 on enhancing service quality, safety and security of ATM on the occasion of Liberation Day and the International Workers’ Day (April 30 and May 01).

Accordingly, SBV asks card issuers and card payment organizations to strictly comply the SBV regulations on managing, operating the ATM systems in order to ensure the quality of ATM service and the security and safety of ATM operations, meeting sufficiently payment demands of the customers on the holidays.
Specifically, SBV asks those organizations to regularly check and to ensure perfect services, security of ATM operations; To regularly supplement cash and sufficiently meet the demand of cash withdrawing and card payments; To closely collaborate with national bank card switching system and relevant entities to handle the break down troubles of the ATMs, and resolve the complaints and questions of the customers. The special attentions should be paid in the areas where the demands of cash withdrawing is huge and proactively conduct the effective solutions to reduce the pressure for ATM performance.
To regularly and promptly alert and guide customers in acknowledging various types of risks and fraud cunning in payment activities, and collaborating with police offices and security forces in the locations in preventing and dealing with the criminals relating to ATMs.
The SBV requires NAPAS to review and assess the technical infrastructure and ensure effective and stable switching of payment operations via ATM cards and POS in the entire holidays; closely cooperate with relevant entities to closely watch, detect early violations and problems arising and promptly respond to the complaints of organizations and individuals.
The SBV also requires SBV municipal branches to supply sufficient cash for card payment service providers of ATMs in timely manner.
