On July 4th, 2019 at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Dao Minh Tu had a meeting with the Delegation of the Japanese National Assembly Promoting Healthy and Energy Conserving Housing (NAPHE) led by Mr. Uehara Hiroyuki - Chairman of NAPHE.
Also attending the meeting, on the side of the SBV there were leaders of the Monetary Policy Department, the Credit Department, the International Cooperation Department, the Department of Legal Affairs and the SBV Office. On the side of NAPHE there were Mr. Iwamae Atsushi - Professor of Kinki University, Mr. Kudo Takuya - Secretary of the Embassy of Japan, along with other members of the delegation.

At the meeting, SBV Deputy Governor Dao Minh Tu welcomed the delegation to visit and work with the SBV and shared the Japanese experience of credit operations for property installment purchases. The Deputy Governor believed that the lessons of success and failure of Japan in this field over the years will be valuable for Vietnam in the current period. At the same time, the Deputy Governor emphasized that improving housing quality for health, especially environmental quality related to living air, using environmentally friendly materials, ensuring cost efficiency, energy saving,... are issues of great interest of the Government of Vietnam.
At the meeting, NAPHE members presented on the role and meaning of the installment loan mechanism during Japan's ‘Miracle’ economic development period. On that basis, Mr. Uehara Hiroyuki - Chairman of the NAPHE shared some experiences related to housing, health and energy saving, which include lessons from many years ago about the loose control over the quality of construction materials, which made a strong adverse impact on the environment as well as the health of the elderly and children in Japan. He stressed: "It was a mistake and left behind many consequences for the construction industry and the environment in Japan, and after that we had to carry out a series of reforms to correct that mistake."
Mr. Uehara Hiroyuki - Chairman of NAPHE further shared “Soon after that Japan introduced a series of safety standards for housing materials and construction structures for people. This made the cost of housing in Japan increase, but at the same time it significantly reduced the social insecurity and minimized the risks of diseases.” Mr. Uehara Hiroyuki wanted that NAPHE could conduct a study and support Vietnam with its experience and technical expertise in order to avoid the consequences that Japan once encountered. He hoped that with the support of the banking industry, in the coming time, Vietnamese people will have more opportunities to access financial services so that they can buy quality and energy conserving homes.
