On October 2-3, 2019 in Ha Noi, the Central Economic Commission, in collaboration with the State Bank of Vietnam (SBV), the Ministry of Planning and Investment (MPI), the Ministry of Information and Communications (MIC), the Ministry of Science and Technology (MOST), the Ministry of Industry and Trade (MOIT),… as well as the Vietnam Automation Association (VAA) and the Vietnam Digital Communication Association (VDCA), organized the Industry 4.0 Summit & Expo 2019. H.E. Mr. Nguyen Van Binh, Member of the Politburo and Chairman of the Central Economic Commission, chaired this Summit.
Successfully launched in 2018 and caught the attention of more than 2,000 visitors and over 100 media reporters, Industry 4.0 Summit has gained its reputation as one of the most prestigious, future-focused and senior-level events in the industry. With the theme of “Digital Vietnam: Accelerating digital transformation toward sustainable development”, the Summit 2019 brought together 3,500+ attendees, including business leaders, professionals, innovators, and C-level decision-makers from multiple key sectors to engage, network, benchmark, and offer insights on how to upgrade the digital capabilities for a powerful 4.0 transformation. During these 2 days, there were several keynote speeches, roundtable sessions, business matching sessions and an exposition demonstrating the most influential technologies regarding IoT, Big Data, AI, Automation, 5G, Robotics, Cyber Security, and much more!
In his opening remarks, H.E. Mr. Nguyen Van Binh, Chairman of the Central Economic Commission, emphasized that the Fourth Industrial Revolution (Industry 4.0) is a major trend taking place worldwide, with the strong development of science and technology, of which the core is digital technology that has been rapidly and strongly making changes in fields of production, business, cultural and social life, as well as national defence and security; creating opportunities and challenges for all nations. So far, over 40 countries and territories, including many developing countries, have issued strategies and action plans related to Industry 4.0 with many different names. In addition, many countries have also developed and implemented the National Digital Transformation Strategy - one of the core contents for participating in Industry 4.0. For Vietnam, many domestic and international research results have predicted that the participation in Industry 4.0 will bring many positive results to Vietnam's economic growth in the future.

To turn it into reality, Mr. Nguyen Van Binh shared that the Party and the State have directed all levels and sectors to promote the application of science, technology and innovations, as well as encouraged researches to actively participate in Industry 4.0. In Vietnam, telecommunications infrastructure has been developed synchronously, with mobile coverage reaching 99.7 percents of the population nationwide. 3G and 4G coverage has reached over 98 percents with affordable costs, while the 5G network is undergoing tests and expected to be deployed commercially from 2020.
The digital economy has been formed and developing rapidly, becoming an increasingly important part of the economy and ranking 3rd in the ASEAN region in terms of scale. Digital technology has been applied in industries, agriculture and services, of which many new and cross-border forms of business and service have been established, based on the digital technology and the internet, and have created many job opportunities, improved incomes and enhanced the quality of people’s lives. “It is recognised that Industry 4.0 will bring both challenges and opportunities. We must proactively prevent and limit the negative impacts of this revolution. It requires many innovations in the management in order to reform the institutions, piloting new models,” said Mr. Nguyen Van Binh. “For developing countries like Vietnam, this is a golden opportunity and an important tool to catch up, compete, and make breakthroughs in the future.”
Resolution 52
At the Summit, Mr. Nguyen Van Binh introduced the Politburo’s Resolution No. 52-NQ/TW, which was released on 27 September 2019 with a number of guidelines and policies to ensure active participation in Industry 4.0. Under this Resolution, the National Assembly, the Government, the Ministries, agencies and local authorities will jointly participate in implementing concrete programs and plans to promote Industry 4.0 nationwide. By 2025, Vietnam strives to maintain its position in the top three ASEAN countries in the Global Innovation Index (GII) rankings, building the digital economy to account for about 20 percents of the GDP while the labor productivity increases on average over 7 percents per year.
By 2030, the country strives to be among the top 40 countries in the world in the GII rankings, with the digital economy accounting for over 30 percents of the GDP and the labor productivity increasing on average about 7.5 percents. To achieve these objectives, the Resolution prescribes several guidelines and major policies which need to be implemented, including innovating thinking and improving institutions to facilitate proactive participation in Industry 4.0, and the process of national digital transformation.
It also points out specific policies on the development of essential infrastructure, enhancement of the national creativity and innovation capacities, human resources' quality and international integration. “Vietnam wishes to expand and deepen scientific and technological cooperation with partners, especially strategic partners with advanced science and technology levels, who are leading in Industry 4.0," Mr. Nguyen Van Binh said.
H.E. Mr. Vu Duc Dam, Member of the Party Central Committee, Deputy Prime Minister, shared that the Government has issued many policies to speed up Industry 4.0 nationwide. The MPI and the MIC have recently drafted the national strategy on Industry 4.0 and the national digital transformation program, which have been disseminated for public comments. They are expected to be submitted to the Prime Minister for approval and issuance this year.
Deputy Prime Minister Vu Duc Dam said the Government will issue a pilot Industry 4.0 project for production models and new products, which will require very close participation of every local authority.
Speaking at the Summit, H.E. Mr. Nguyen Chi Dzung, Minister of MPI, shared that the MPI is the agency assigned by the Government as the focal point to formulate the national innovation strategy. In order to fully participate in Industry 4.0, Vietnam needs a great deal of resources, an effective and practical action plan and the participation of the whole society, especially the businesses, and the support and assistance of the development partners and the international organizations.
Minister Nguyen Chi Dzung believed that Vietnam will achieve a great leap forward in economic development, science and technology, creating a fundamental change in the growth model in the coming time, stepping up the ladder of the global value chain when participating in Industry 4.0.
During the course of the Summit, the participants discussed and clarified the concepts, nature, basic characteristics, basic technologies, forecast trends and impacts of Industry 4.0 on the country's socio-economy; the advantages and disadvantages affecting the active participation in Industry 4.0. Exchanging views on the directions, goals and visions by 2045. The participants showed strong agreement with the guidelines, policies and measures for Vietnam to actively participate in Industry 4.0.
