On December 4, 2019 at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Nguyen Kim Anh had a meeting with Mr. Ari Sarker, Co-President of Mastercard Asia/Pacific Pte Ltd.
Also attending the meeting were representatives from the SBV Payment Department, the International Cooperation Department and the Information Technology Department.
At the meeting, Deputy Governor welcomed Mr. Ari Sarker and the delegation of Mastercard Pte Ltd. to visit and work with the SBV. The SBV Deputy Governor said that the SBV always welcomes and has very high evaluation for the contributions of financial institutions like Mastercard in introducing their new technologies and innovative payment solutions into Vietnam for the enhancement of cashless payments.

For his part, Mr. Ari Sarker, Co-President of Mastercard Asia/Pacific Pte Ltd. thanked Deputy Governor Nguyen Kim Anh for his hospitality and briefed the host of Mastercard’s results in Vietnam over the past time. He hoped that Mastercard would be allowed to accompany Vietnam in developing the digital economy, enhancing financial inclusion through the introduction of new technologies, innovative payment solutions, in coordination with other financial institutions and agencies. He also shared the orientations and plans for non-cash payment and digital development in Asia in general and in Vietnam in particular in 2020.

Sharing the orientations and solutions to promote non-cash payments in Vietnam, Deputy Governor Nguyen Kim Anh shared that the over the past time, cashless payment for public services has been increasingly developed and expanded. The SBV has continued to monitor and accelerated the implementation of the Scheme on promoting payments for public services via banks in accordance with Decision No. 241/QD-TTg dated February 23, 2018 of the Prime Minister and Resolution No. 02/NQ-CP dated January 1, 2019 of the Government on continuing to implement the key tasks and measures of improving the business environment and the national competitiveness in 2019, with orientations to 2021. Especially, in the healthcare and education sectors, the SBV has promulgated several guiding documents for the SBV municipal and provincial branches and the credit institutions to enhance cooperation with schools and hospitals to implement various measures.

Also at the meeting, Mr. Pham Tien Dzung, Director General of the SBV Payment Department, discussed with Mastercard representatives about the remarkable achievements in the State management and governance over the credit institutions in Vietnam in the recent time, including a number of important amendments and revisions in a draft Circular, which is expected to replace Circular No.19/2016/TT-NHNN dated June 30, 2016 of the SBV regulating bank card operations, another draft Decree to replace Decree No.101 on non-cashless payments with a view to promoting non-cash payments and financial inclusion in Vietnam.
