On December 12, 2019 at the headquarters of the State Bank of Vietnam (SBV), Deputy Governor Dao Minh Tu had a meeting with Ms. Deborah Paul, Ambassador Extraordinary and Plenipotentiary of Canada to Vietnam.
Also attending the meeting were Mr. Claude La Fond, Director of the Project of Strengthening the People’s Credit Funds Network (STEP project); on the SBV’s side, there were Mr. Dang Van Toi, Deputy Chief of the SBV Office; Mr. Hoang Viet Dzung, Deputy Director of Department III of the Banking Supervision Agency; Mr. Nguyen Thac Tam, Deputy CEO of the Cooperative Bank of Vietnam (Co-op Bank).
At the meeting, Deputy Governor Dao Minh Tu welcomed the Delegation to have a working visit to Vietnam. He expressed his sincere thanks to the Government of Canada for having supported Vietnam in the process of socio-economic development through the implementation of various projects which have helped to improve the institutional systems and build up the capacity of the SBV and the credit institutions in Vietnam over the past years, including the STEP project supported by Développement International Desjardins (DID) for Co-op Bank and Vietnam’s People’s Credit Funds (PCF) system. The Deputy Governor hoped that through this Project, the management capabilities and the service provision of the PCF system in Vietnam would be significantly improved, thereby enhancing the financial accessibility for Vietnamese people, especially those in the rural, mountainous areas and women. The Government of Vietnam in general and the SBV in particular have very high evaluation for the timely and invaluable support of the Government of Canada through the STEP Project in order to improve the operations of Vietnam’s PCF system.

Moreover, the SBV Deputy Governor also shared about the development of financial inclusion in Vietnam and the role of the PCF system. He also made some assessments about the model of Canadian PCFs after his recent trip to Canada and the possibilities of application in Vietnam.

At the meeting, Ms. Deborah Paul, Ambassador Extraordinary and Plenipotentiary of Canada to Vietnam, thanked Deputy Governor Dao Minh Tu and the SBV for having supported the development of the cooperative relations between the two countries, and expressed her commitment to the promotion of the finance and banking development and cooperation between Vietnam and Canada. She was also pleased to see the Canadian model of Desjardins being applied in Vietnam, and she hoped that this model would be more effective with the Canadian improvements in recent times. She expressed her beliefs that in the future, Canada would provide more technical assistance for Vietnam’s PCF system and Co-op Bank.
