On April 28th, 2020 at the headquarters of Vietnam Bank for Agriculture and Rural Development (Agribank), a solemn ceremony was held to announce the Decisions on the appointments of the Secretary of the Party Committee and Chairman of Agribank’s Board of Directors, and another Decision on Membership of Agribank’s Board of Directors.
At the ceremony, Mr. Pham Tan Cong – Vice Secretary of the Central Business Bloc’s Party Committee handed to Mr. Pham Duc An the Decision of the Central Business Bloc’s Party Committee approving Mr. Pham Duc An to hold the position of Secretary of Agribank’s Party Committee for the tenure from 2015 to 2020. At the same time, he assigned tasks to Mr. Secretary and the Standing Committee of Agribank's Board of Members to be well prepared for the organization of the Party Congresses at different levels in accordance with the procedures, ensuring the quality, timeliness as directed by the Central Party Secretariat. Mr. Pham Tan Cong spoke highly of Agribank's core role in the field of "tam nong" (Agriculture, Farmers and Rural Areas), and believed that with its tradition of solidarity, Agribank would successfully accomplish all of the tasks assigned by the Party and the State.
First Deputy Governor Dao Minh Tu of the State Bank of Vietnam (SBV) handed over to Mr. Pham Duc An Decision No.767/QD-NHNN appointing him as Chairman of Agribank's Board of Directors. Mr. Pham Duc An was previously Director General of the SBV Office. Deputy Governor Dao Minh Tu also handed over to Mrs. Do Thi Nhan Decision No. 768/QD-NHNN appointing her to the position of Member of Agribank’s Board of Directors. Mrs. Do Thi Nhan was previously Director of Department II of the Banking Supervisory Agency.
On behalf of the SBV’s Personnel Committee and Board of Management, First Deputy Governor Dao Minh Tu congratulated Mr. Pham Duc An and Mrs. Do Thi Nhan on their new positions. He expressed his beliefs that Mr. Pham Duc An and Mrs. Do Thi Nhan would continue to develop their capabilities, wisdom, experience, and the sense of responsibility to accomplish the assigned tasks in the newly appointed positions.

Mr. Pham Duc An - the newly appointed Chairman of Agribank’s Board of Directors - expressed his deep gratitude to the SBV’s Board of Management, the Central Bank Party Committee, the Board of Directors of Agribank and all Agribank officials and staff for placing their trust and confidence in him. The newly assigned responsibilities are an honor, but also a challenge that requires continuous improvements of qualifications, political qualities, working capabilities, and management capacity to meet the new requirements. Mr. Pham Duc An affirmed that he would try his best in the highest sense of responsibility, together with Agribank’s Board of Directors, officers and staff to continuously develop effectively and efficiently Agribank’s operations, contributing positively to the achievements of the entire banking system.
