On June 17, 2020, the State Bank of Vietnam (SBV) – Dong Nai provincial branch organized a ceremony for SBV First Deputy Governor Dao Minh Tu to announce and hand over the SBV’s Appointment Decision of Director of the SBV Dong Nai branch to Mr. Ta Thanh Long.

The ceremony was attended by Mr. Tran Van Vinh - Member of the Standing Committee of the Provincial Party Committee, First Vice Chairman of the Provincial People’s Committee of Dong Nai; Ms. Dang Minh Nguyet - Deputy Head of the Organization Board of Dong Nai Provincial Party Committee; representatives of the SBV Banking Supervision Agency and leaders of several Departments under the SBV; representatives of the credit institutions present in the area, and the officials of the SBV Dong Nai branch.
At the ceremony, on behalf of the SBV Board of Management, First Deputy Governor Dao Minh Tu presented flowers to congratulate Mr. Nguyen Hung Manh - Former Deputy Director in charge of the SBV Dong Nai provincial branch. The Deputy Governor acknowledged and appreciated the sense of responsibility, great efforts and contributions of Mr. Nguyen Hung Manh during his approximately 40 years’ working in the Banking industry, especially during his time as Deputy Director in charge of the SBV Dong Nai branch.

In assigning tasks to Mr. Ta Thanh Long, the SBV Deputy Governor reminded the new Director of the SBV branch: “Dong Nai is a province with vibrant socio-economic activities; the scale of banking operations in the area is also large, with the presence of many credit institutions. Therefore, the state management role of the SBV branch for the banking operations in the area is very important to ensure enduring stability and safety of the banking operations in the province, actively contributing to the socio-economic development of the province.
The SBV Deputy Governor further requested Mr. Ta Thanh Long to follow the policy and measures of the sector, the directions and orientations of the SBV Governor, and the directions of the provincial leaders, in order to implement effectively the functions and duties of the SBV branch, in which, special attention should be paid to improving the effectiveness and efficiency of the inspection, supervision, ensuring order and disciplines in the management, healthy competition among the credit institutions; acting quickly and drastically in handling the people’s credit funds, contributing to ensuring the security and order in the province, especially at the time of the Party Congresses at different levels; continuing to strengthen and promote the solidarity and unity within the SBV branch as well as in the banking sector in the province; strengthening the coordination between the SBV Branch and the local departments and agencies in the implementation of the socio-economic development tasks of the province, as well as dealing with issues related to the banking operations.
Right after the Ceremony, SBV First Deputy Governor Dao Minh Tu chaired the working session with the SBV Branch and the leaders of 59 credit institutions present in the province on the implementation of Circular 01/2020/TT-NHNN on policies to support those customers affected by the Covid-19 pandemic.
Reporting on the implementation results of Circular 01/2020/TT-NHNN, Mr. Pham Quoc Bao - Deputy Director of the SBV Dong Nai Branch shared that, by the end of April 2020, the credit institutions in Dong Nai province had restructured the debt maturities, waived and reduced interest for nearly 1,093 customers with an amount of about 2,543 billion VND, and provided new loans with preferential interest rates worth over VND 35,268 billion.
After listening to the comments of the representatives of several credit institutions in the area and the Director General of the SBV Department of Credit for Economic Sectors, Deputy Governor Dao Minh Tu affirmed that supporting customers facing difficulties due to the Covid-19 epidemic has been a major policy of the Party, the State and the banking sector. The SBV Governor has provided very drastic and specific instructions on measures to support those customers. So far, the implementation of this policy has achieved positive results, and been evaluated highly by the Government, the different sectors, the local authorities, the businesses and the public. The Deputy Governor further affirmed that the banking system plays a crucial role in supporting the businesses and the economy to recover and develop after the pandemic.
The SBV First Deputy Governor further requested the SBV Dong Nai branch to promote the state management role for the banking operations in the province; direct the credit institutions present in the province to focus on implementing drastically Circular 01/2020/TT-NHNN and Directive 02/CT-NHNN of the SBV; and consider this as a key, most important political task for the time being, with a view to providing more support to the process of economic recovery and the development of production and business operations in the province after the pandemic. In particular, the SBV branch and the credit institutions should assess properly the difficulties facing the businesses, the orientations for the operations in the coming time in order to have specific and practical support policies, create favorable conditions for the businesses to access bank finance to recover their production and business operations, while still ensuring the operational safety and not lowering the credit standards in the new lendings.
The SBV branch should also closely monitor the implementation by the credit institutions in the province, especially the state-owned commercial banks’ branches, in order to promptly resolve and handle the cases of poor implementation. Regarding the difficulties and issues related to Circular 01 that the credit institutions had feed-backed, the SBV had taken note and would consider the possibility of amending and supplementing the Circular to be more suitable to the actual situation.
