On December 5, 2020 in Hanoi, the State Bank of Vietnam (SBV) organized an online Conference to review the 10-year implementation of the Public Administrative Reform Program in line with Resolution No. 30c/NQ-CP of the Government.
Presentation of the Certificates of Merit to the outstanding entities in the implementation of the public administrative reform in the banking sector
The Conference was attended by Mr. Truong Hoa Binh, Member of Politburo, First Deputy Prime Minister, Head of the Government’s Steering Committee for Administrative Reform; Mr. Nguyen Trong Thua, Deputy Minister of the Ministry of Home Affairs, Deputy Head of the Government’s Steering Committee for Administrative Reform; Mr. Nguyen Xuan Thanh, Vice Chairman of the Government Office; and representatives from several other ministries and agencies. On the SBV’s side, there was Governor Nguyen Thi Hong, Secretary of the SBV's Party Committee; other members of the SBV Board of Management; Directors of the 63 SBV municipal and provincial branches; as well as leaders of several commercial banks whose head offices are located in the Northern provinces.

At the Conference, First Deputy Governor Dao Minh Tu of the SBV, Head of the Banking Sector's Board for Administrative Reform, made a brief presentation on the significant achievements of the banking sector in ten years' implementation of the Public Administrative Reform Program between 2011 and 2020 and orientations for the 2021-2030 period.

Other presentations were made by representatives of the SBV's Department of Legal Affairs, the Organization and Personnel Department, and Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank) showing further encouraging results in the institutional reforms, contributing to improving the business environment in the banking sector; the implementation results from the organizational structure reforms, as well as the SBV’s action plan on administrative reform, improving the business environment and supporting the enterprise development.
According to the assessment made by Mr. Nguyen Xuan Thanh, Vice Chairman of the Government Office, the SBV has performed very well the tasks of managing the administrative procedures, introducing the one-stop-shop mechanism in implementing the administrative procedures, and fulfilling the tasks of promoting e-Government, etc., thereby enhancing the transparency, improving the quality in implementing the administrative procedures.

Speaking at the Conference, Mr. Nguyen Trong Thua, Deputy Minister of the Ministry of Home Affairs, Vice Head of the Government’s Steering Committee for Administrative Reform spoke highly of the banking sector's preparations for the Conference. Mr. Thua mentioned that the report of the banking sector could highlight the significant results and evaluate the shortcomings and obstacles, as well as the causes, and could provide some good orientations towards improving the public administrative reform of the banking sector based on the experience accumulated during the past ten years.

According to Mr. Nguyen Trong Thua, the SBV is one of the leading government agencies in the public administrative reforms, contributing significantly to the national socio-economic development for the past ten years, especially during the five years' period of 2016-2020. Mr. Thua also spoke highly of the management and governance of the SBV Board of Management. In addition, he also expressed compliments for the SBV’s communications and information activities with effective and creative means such as game shows, TV programs, etc., helping to improve the people's awareness and understanding, enhancing their confidence in the banking industry. During the period of 2011-2020, the SBV had promulgated a large number of legal documents; the institutional development had been implemented effectively, contributing significantly to the successes of the banking sector. Vietnam's Access to Credit Index has increased by 7 ranks, and now standing the second highest in ASEAN. The depth of credit information index had achieved a maximum of 8/8 points, the maximum points in the rating scale of a comprehensive credit information system. This ranking has reflected the SBV’s determination in directing the credit institutions, facilitating the access of people and businesses to banking products and services, transparent and equitable credit. The abovementioned results have also identified clearly the great efforts of the banking sector in reforming public administrative procedures over many years.
Speaking at the Conference, First Deputy Prime Minister Truong Hoa Binh assessed that the SBV’s administrative reforms during the 2011-2020 period had been implemented in a comprehensible and professional manner, and had obtained many encouraging results in various fields. During eight years' implementation of the Public Administrative Reform (PAR) Index, the SBV had been the only one out of 19 ministries and central government agencies that had ranked first for the last five consecutive years. This proud achievement is the reflection of the drastic instructions of the SBV Management Board and the consistency from understanding into actions of the whole banking sector
The First Deputy Prime Minister also pointed out 6 tasks in reforming the administrative procedures for the banking sector, specifically: (i) Enhancing the instructions and management of administrative reform; (ii) Continuing to strengthen and focusing on improving the legal framework, mechanisms, policies to be in line with the international standards and best practices; (iii) Continuing to consolidate the administrative organization to ensure effective and efficient operations, improving the operational quality and performance of public non-productive organizations; (iv) Promoting the reform of the civil services and the performance of the public servants, developing successfully a structure of positions for civil servants and state officials based on actual requirements; (v) Continuing to enhance the administrative reform, creating favorable conditions for the production and business operations, contributing to improving the business environment, and enhancing the national competitiveness. (vi) Strengthening the monitoring and evaluation of PAR implementation results; effectively using the PAR index in monitoring and evaluation; paying high attention to the implementation of the surveys to measure the people's satisfaction, etc.
The First Deputy Prime Minister believed that the SBV would continue to successfully fulfill the assigned political tasks, contributing to building a unified, modern, effective and efficient administration to serve the people, meeting the country's socio-economic development requirements.

Expressing sincere gratitude for the comprehensive instructions of First Deputy Prime Minister Truong Hoa Binh, SBV Governor Nguyen Thi Hong emphasized that the recognition and positive assessments of the First Deputy Prime Minister were a great encouragement for the extraordinary efforts and achievements of the banking sector in the 10 years' implementation of the Public Administrative Reform Program for the period of 2011-2020, making an important contribution to the national public administrative reform, improving the business environment and enhancing the national competitiveness. The SBV Governor further affirmed that the SBV Board of Management would instruct the focal entities to realize the instructions into implementation programs and plans with specific measures and solutions.

On this occasion, several entities and individuals with outstanding performance in the implementation of the public administrative reform during the period of 2011-2020 were awarded the SBV Governor’s Certificates of Merit.
